"In the past, the water tank was open-air with no cover, and dead branches and fallen leaves often dropped into the water. The water in the tank had to be left to settle out impurities and then boiled before it could be drunk. Since the county water conservancy bureau installed a stainless steel mesh cover on our family's water tank, the water quality has improved noticeably and our drinking water is now guaranteed," villager Yang Wenchun of Nadi Village, De'e Town, said with satisfaction during a routine supervision inspection by the discipline inspection and supervision commission of the Longlin Various Ethnic Groups Autonomous County, which was there to learn about residents' drinking water safety and water supply guarantees.
Water is the source of life and a basic necessity for people's livelihood. Rural drinking water safety concerns both people's wellbeing and development, and is an important part of rural revitalization. Open-air household water tanks without covers leave stored water exposed for long periods, degrading water quality and posing a significant safety hazard for residents' domestic water use.
To hold the bottom line of rural drinking water safety and ensure that people drink safe water, the county discipline inspection and supervision commission focused on key areas such as the implementation of drinking water safety responsibilities and the construction of drinking water projects, carrying out targeted supervision and inspections to promptly identify and resolve the pain points, difficulties and bottlenecks encountered by residents in water supply guarantees. In response to problems found during inspections, such as poor water quality in rural household water tanks and untimely maintenance and repair of rural drinking water projects, the commission promptly held talks with relevant officials of the county water conservancy bureau, requiring responsibilities to be pressed down at every level, immediate rectification, and timely resolution of residents' concerns.
Under the supervision and impetus of the county discipline inspection and supervision commission, the county water conservancy bureau completed the covering of 682 household and village collective water tanks in the rocky mountain areas of eight townships (towns), including De'e, Longhuo and Tianshengqiao, benefiting more than 14,000 people. Meanwhile, in response to the untimely maintenance and repair of rural drinking water projects, the county water conservancy bureau has allocated supporting maintenance and repair funds and completed the design of 40 rural drinking water project maintenance and repair projects across 16 townships countywide; construction can begin once the projects complete the bidding procedures.
The construction of projects benefiting the people concerns people's wellbeing. The county discipline inspection and supervision commission focused on key livelihood projects such as social security and pensions, rural drinking water safety, and infrastructure construction, strengthening supervision and inspection of key links including project approval, bidding, construction progress, project operation, and fund management and use. It worked to rectify problems such as absent supervision, inaction, slow action, and self-dealing and corruption in project construction. Through approaches such as "office-group-local" coordinated supervision and regional collaboration, it carried out supervision and inspections on the front line, and promptly corrected deviations and pressed down responsibilities for problems found through talks and reminders, issuance of discipline inspection and supervision recommendation letters, and "look-back" reviews of rectification, thereby promoting higher quality and greater efficiency in the construction of people-benefiting projects.
At the same time, to ensure that people-benefiting projects truly benefit the people, the county discipline inspection and supervision commission also established and improved mechanisms such as information sharing and follow-up performance tracking. By convening joint meetings at irregular intervals and formulating rectification lists, it further pressed down the responsibilities of relevant functional departments and conducted irregular follow-up visits to check performance during the early, middle and late stages of project construction, avoiding situations in which people-benefiting projects are built but not completed, completed but not used, or used poorly, or are left idle or abandoned, or become image projects.
Up to now, the county discipline inspection and supervision commission has carried out six supervision and inspections of people-benefiting project construction, identified nine problems, completed rectification of four, held talks with five relevant responsible persons, and issued three discipline inspection and supervision recommendation letters, safeguarding efficient and clean project construction with strong supervision.
