2023 marks the tenth anniversary of the Belt and Road Initiative. Over the past decade, the Belt and Road Initiative has encountered many difficulties and challenges, but it has always remained true to its original aspiration and has gradually turned from a vision into reality. Today, it has become a highly popular international public good and cooperation platform.

At the recently concluded Third Belt and Road Forum for International Cooperation, Argentine President Fernández also attended. The Belt and Road Initiative began in the field of infrastructure and has now become the most important bilateral cooperation platform between China and Argentina. Argentina has officially participated in Belt and Road cooperation for only one year, but it has already signed cooperation plans with China covering 13 fields, including infrastructure, science and technology, education, and national defense.

In 2022, under the Belt and Road framework, China and Argentina advanced a series of infrastructure projects and implemented supporting preferential financing arrangements, enabling the construction of relevant water conservancy projects, the Cauchari photovoltaic power station, and railway facilities. In fact, about 16 infrastructure projects received convenient financing provided by China. China and Argentina are highly complementary economically, but Argentina has some problems with dollar income. Therefore, through trade with China, Argentina obtained funds, bringing benefits to small and medium-sized enterprises and creating conditions for the country's development.

Therefore, the Belt and Road Initiative is not only focused on infrastructure construction but is also closely related to the overall financial environment. Participating in Belt and Road co-construction has reduced Argentina's financial costs, enabling Argentine small and medium-sized enterprises to obtain Chinese industrial goods at more favorable prices, thereby helping Argentina maintain its pace of development and providing sustained development momentum for relevant enterprises. This is also an important topic that has been heatedly discussed at the recent BRICS summit.

On the occasion of the tenth anniversary of President Xi Jinping's proposal of the Belt and Road Initiative, President Fernández attended the Belt and Road Forum for International Cooperation. Over the past decade, the Belt and Road has expanded from the Eurasian continent to Africa, Oceania, and Latin America, gradually becoming the most important global construction plan in human history.

The access mechanism of the Belt and Road Initiative is based on bilateral consultation. China will work with each country to formulate a public policy roadmap based on consensus, in addition to the multilateral Belt and Road Forum for International Cooperation. During this visit, in addition to attending the forum held in Beijing in October, President Fernández also visited other cities in China to promote cooperation and development between the two countries.
