Since the beginning of this year, Hohhot has earnestly implemented strategic deployments such as expanding domestic demand and strengthening the capital city, persisted in treating project development as the "No. 1 Project," and kept a close focus on the annual targets of "implementing more than 1,100 key engineering projects and completing more than 120 billion yuan in investment." By improving mechanisms, optimizing services, and advancing work in a continuous, overlapping manner, the city's key engineering project construction has shown the characteristics of "accelerated progress and improved efficiency, stable investment, and strong momentum."

Key projects are being advanced at an accelerated pace. Hohhot has solidly promoted the "Double Thousand Project" for key projects, concentrated on project construction and stabilizing the overall economy, and the whole city has worked together to advance projects. A large number of major projects have started construction, been completed, and put into operation, helping the city's high-quality economic development. As of the end of September, the city had started or resumed construction on 1,100 key projects, completing investment of 109.2 billion yuan, an increase of 13.2 billion yuan over the same period last year, and more than 90% of the annual plan had been completed, effectively driving the rapid growth of fixed asset investment. Among them, 519 major regional-level projects advanced rapidly, completing investment of 98.7 billion yuan, with investment progress reaching 95%, higher than the average level. At present, 64 major industrial projects such as the Yili cheese project, Huayao Optoelectronics Phase II, and Zhongli Phase II have been completed and put into operation; 215 key livelihood projects, including the Third Ring Expressway, the North Square of the East Railway Station, and a batch of old residential community renovations, have been completed and put into use.

Effective investment continues to expand. Through special actions such as scheduling and supervision of major projects and key enterprises and the inclusion of project investment in statistics, the city has anchored itself to the annual target, refined its efforts month by month, and made every effort to ensure that project investment is included in statistics in a timely manner and grows steadily. From January to September, the city's fixed asset investment continued to operate at a high level, growing 32.5% year on year, exceeding the target set at the beginning of the year by 22.5 percentage points, and maintaining a growth rate of more than 30% for nine consecutive months, higher than the national and regional average levels, showing strong momentum for investment growth. From the perspective of key investment areas, infrastructure investment, driven by the construction of major projects such as the new airport, the S43 airport expressway, and the Datang long-distance heating transmission project, grew 60.9% year on year; industrial investment continued to expand, growing 92.2% year on year. Investment in industrial projects such as Xinhuan granular silicon, Xinhua polysilicon, and Tianhao fiber played an obvious supporting role, contributing 73% to the city's investment growth.

Development momentum continues to strengthen. At present, the city is in the golden period of project construction. Hohhot's six major industrial clusters are being cultivated and expanded at an accelerated pace, and livelihood security projects are being advanced rapidly. A batch of new projects, including the Huawei Cloud Data Center, Xuyang Carbon-based New Materials, Daming Guangfu New Energy, Zhongke Hehua Intelligent Manufacturing, Shuangqi Biological Industrial Park, Mingpinfu Cold Chain Logistics, and the relocation and reconstruction of the Xincheng District Hospital, are under intensive construction; a batch of major projects such as Atlas New Energy, Ganfeng Lithium, and Gaodengsai Manufacturing are being advanced at full speed, enriching the momentum for development and laying a solid foundation for promoting the city's high-quality economic development.

Next, Hohhot will continue to strengthen the reserve of major engineering projects, accelerate project construction, continuously expand effective investment, and make an all-out sprint in the fourth quarter to ensure that the annual targets and tasks are completed with high standards and high quality.
