The Honghe Prefecture Water Resources Bureau has continued to deepen the revolution in work style and the revolution in administrative efficiency, vigorously advocated and established the "ten distinct orientations," worked hard on the "five characters" of planning, responsibility, reform, practicality, and effectiveness, sounded the main theme of prospering water through solid work, accelerated the advancement of water conservancy project construction, and achieved positive results.

Putting "planning" first, overall planning and early deployment. Adhering to the principle that "projects are king," the bureau turned the central government's decisions and arrangements, the provincial and prefecture work arrangements, and the needs and expectations of the people into specific projects one by one, compiled a "project database," drew up a "timetable," and "tailor-made" high-quality development projects for Honghe water conservancy. During the "14th Five-Year Plan" period, 645 key water conservancy projects are planned for implementation, with a total investment of 84.8 billion yuan. This year, the "List of Key Water Conservancy Projects Planned to Start in 2023 and Key Water Conservancy Projects with Preliminary Work to Be Advanced" was formulated, respectively identifying 62 key preliminary projects with a total investment of 42.3 billion yuan and 50 projects planned to start with a total investment of 16 billion yuan. The overall work has focused on key projects and the main responsibilities and core business, forming a closed-loop project advancement mechanism with full-cycle tracking and full-process service, and achieving early planning, solid packaging, clear plans, clear responsibilities, and rapid implementation of water conservancy projects.

Taking "responsibility" as the key, implementing work through prefecture-county integration. Adhering to serving as a good "construction team leader," giving play to the leading role of leading cadres, implementing a responsibility system for ensuring key water conservancy work in which team members take the lead, department-level cadres assist, and departments and directly affiliated units provide technical support; at the beginning of the year, refining and quantifying each group's specific tasks, responsibilities, and deadlines; adopting methods such as contact by area, responsibility by area, supervision by area, and year-end accounting, mid-year inspection, and year-end evaluation; sharing the heavy burden and placing indicators on everyone's shoulders; and carrying out key water conservancy work all the way down to the grassroots level. In 2023, a total of 36 key projects, important matters, and key tasks were assigned to 7 special task force groups, working together, leading together, and teaching together from the prefecture to the county to the water conservancy frontline.

Taking "reform" as the engine, stimulating vitality through reform and innovation. Adhering to "looking outward," learning from advanced experience outside the prefecture and outside the province, identifying gaps and shortcomings, deeply tapping advantages and potential, and comprehensively deepening special water conservancy reforms such as comprehensive agricultural water pricing, rural water supply pricing, and water conservancy investment and financing, thereby stimulating the impetus and vitality of water conservancy reform and development. In accordance with the general requirement of "building mechanisms first, then building projects," the area of comprehensive agricultural water price reform completed reached 2.5529 million mu, accounting for 93% of the prefecture's effective irrigation area, and the agricultural water price was set at 0.35 yuan to 1.6 yuan per cubic meter. A solid water pricing foundation and the advantages of agricultural industrialization stimulated enthusiasm among social capital to participate in reform and invest in water conservancy. By promoting models such as "investor + design-procurement-construction general contracting + operation," state-owned enterprises such as the Provincial Water Investment Company and MCC Tiangong were attracted to undertake water conservancy projects with a scale exceeding 13 billion yuan.

Taking "practicality" as the foundation, demonstrating responsibility through hard work and solid effort. Adhering to the principle that benefiting the people is the greatest political achievement, taking issues of close public concern such as drinking water safety, flood control safety, and ecological safety as work orientations, bending down to implement work, without waiting, stopping, or watching, and ensuring that "every item has a result and every matter has a response." The construction of the Milu Irrigation District and the Shiping Irrigation District has been comprehensively advanced. During this year's special drought, some projects, including canals that were trial-operated, brought into play ahead of schedule notable benefits in drought resistance, irrigation protection, seedling protection, and grain protection. Eliminating "water cellar villages" is the hardest bone to gnaw in consolidating and expanding the achievements of drinking water safety in poverty alleviation, and it is also the water conservancy practical matter most anticipated by people in mountainous and semi-mountainous areas. Water conservancy departments at the prefecture and county levels know their responsibilities and recognize difficulties and strive forward, earnestly carrying out the two "three-year actions" for rural water supply security and urban-rural integrated water supply, with 249 planned implementation projects and a total investment of 9.12 billion yuan. At present, 200 projects have been completed and 2.121 billion yuan of investment has been completed. By the end of 2025, the prefecture's rural tap water penetration rate will reach more than 88%.

Taking "effectiveness" as the core, seeking practical results in prospering water conservancy. Adhering to carrying forward the style of seeking truth and being pragmatic and working hard, taking the ability to do things, knowing how to do things, accomplishing things, and not getting into trouble as important criteria for evaluating water conservancy cadres. Continuing efforts to build the Party building brand "Water Nourishes Honghe · Original Aspiration for the People," opening the "Prospering Water Lecture Hall," and continuously improving the ability and skills of water conservancy cadres; proactively seeking benchmarks and comparing with standards, identifying shortcomings and weaknesses, encouraging water conservancy cadres to strive for excellence and create first-class performance, with water conservancy investment, water price reform, and water conservancy scientific and technological innovation ranking at the forefront of the province; adopting various methods such as striving upward for funds, bank loans, market financing, attracting investment from outside the prefecture, and private participation, raising 1.74 billion yuan since the beginning of this year for investment in water conservancy construction, making a water conservancy contribution to the prefecture's stable growth. At the same time, actively cultivating the integrity brand "Clean as Water · Water Nourishes the People," comprehensively strengthening the water conservancy integrity risk prevention and control system and the construction of water conservancy industry conduct, and ensuring loyalty to the Party and clean performance of duties.
