The "Hebei Xiong'an New Area Planning Outline" (hereinafter referred to as the "Planning Outline") proposes to "improve the expressway and trunk highway networks connecting Xiong'an New Area with the outside world, and build a 'four vertical, three horizontal' regional expressway network. The 'four vertical' routes are the Beijing–Hong Kong–Macao Expressway, the Daqing–Guangzhou Expressway, the Beijing–Xiong'an Expressway (including the northern branch line of the new airport expressway), and the new airport–Dezhou Expressway; the 'three horizontal' routes are the new Rongcheng–Wuhai Expressway, the Tianjin–Xiong'an Expressway, and the Tianjin–Shijiazhuang Expressway."
This project is an important section of the new Rongcheng–Wuhai Expressway planned to start construction in the early stage, so this promotion meeting attracted wide attention from investors from all sectors of society.
What is the relationship between the new Rongcheng–Wuhai Expressway and the Rongcheng–Wuhai Expressway? Why build a new route?
At the meeting, the relevant person in charge of the Hebei Provincial Department of Transport answered everyone's questions. At present, the Rongcheng–Wuhai Expressway runs across Xiong'an New Area, and its function will be transformed into an urban expressway. In addition, the current traffic pressure is huge and the technical standards are relatively low, so realigning and expanding capacity is imperative. In addition, the "Planning Outline" requires "building a fully functional backbone road network in the new area, relocating the Xiong'an New Area section of the Rongcheng–Wuhai Expressway, and converting the original alignment into an urban expressway, so as to form a rapid corridor between the start-up area and Xiongxian County, the Zangang cluster, and the urban area of Baoding." In view of this, with the consent of the Hebei Provincial Government, the Hebei Provincial Expressway Administration was designated as the implementing agency for this section, and a investment and financing platform jointly established by Hebei Transportation Investment Group Co., Ltd. and China Xiong'an Group Co., Ltd. was designated by the government to organize implementation through public selection of social investors (PPP model).
The meeting emphasized that the construction of this project will strongly support the planning and construction of Xiong'an New Area, further improve the layout of the national and provincial expressway networks, effectively divert transit traffic from the existing Xiong'an New Area section of the Rongcheng–Wuhai Expressway, and is of great significance for promoting the integration of transport in the Beijing–Tianjin–Hebei region, strengthening the connection between Xiong'an New Area and Beijing, Tianjin, and surrounding areas, and achieving coordinated development of the Beijing–Tianjin–Hebei region.
