On August 10, the Development and Reform Commission of Ningxia Hui Autonomous Region summarized and analyzed the project progress reports submitted by municipal and county (district) governments. According to the summary, some projects are progressing slowly: among the projects funded by the 2017 central budget, 6 have not yet started, and 82 have completed less than 50% of their cumulative investment. In 2018, 125 projects have not yet started.
To further raise awareness and effectively accelerate project progress, the Ningxia Development and Reform Commission requires:
1. All localities and departments shall further designate specific responsible leaders to take charge of accelerating the construction of projects funded by the central budget in 2017-2018, strengthen on-site supervision, promptly study, handle, and report any issues discovered, and urge projects to start as soon as possible and accelerate construction progress.
2. All localities and departments shall further designate the units and individuals responsible for routine project supervision, urge project construction units to formulate and improve schedules and roadmaps, specify construction periods and important progress milestones, and take effective measures to vigorously push forward and ensure completion on schedule.
3. All localities and departments shall strictly comply with all project management regulations and shall not arbitrarily expand construction scale, change construction content, or adjust construction locations. If adjustments or changes are truly necessary due to objective reasons, they shall promptly report to our Commission and seek approval from the National Development and Reform Commission in accordance with procedures.
4. The Development and Reform Commission of the Autonomous Region will conduct spot checks on projects funded by the central budget in 2017-2018. Those with seriously delayed progress, perfunctory rectification, or no substantive progress will be notified, and this year's completion status will serve as an important basis for arranging next year's projects and funds.
5. All project construction units shall strengthen monthly scheduling of project progress and promptly update and submit information in the "National Major Construction Project Database" before the 10th of each month to ensure comprehensive and accurate data.
