Yesterday, the reporter learned from the Municipal Transport Commission that the draft of the Environmental Impact Report on the 13th Five-Year Plan for Transportation Development and Construction in Beijing has been published, involving project construction in multiple fields such as rail transit, urban roads, passenger and freight hubs, and parking facilities. According to the plan, node road construction such as Bagou Village Road will be launched between the Third and Fourth Rings, creating a 3.5 Ring between the Third and Fourth Rings. Within five years, the CBD area will have a dedicated subway line, and the departure interval of all subways in Beijing will be shortened to two and a half minutes. Dongcheng and Xicheng districts will add 9,000 parking spaces to alleviate parking difficulties.
According to the major project plan in the Environmental Impact Report on the 13th Five-Year Plan for Transportation Development and Construction in Beijing released by the Municipal Transport Commission, Beijing will build and connect the 3.5 Ring between the Third and Fourth Rings.
The reporter found that as early as 2011, Chaoyang District had introduced that during the 12th Five-Year Plan period, roads such as Jingmi Expressway, the second phase of Guangqu Road, Chajia East Road, and the New International Exhibition Contact Line would be built to connect the "3.5 Ring" and link the southern extension of Dawang Road, forming a ring-shaped main road between the Third and Fourth Rings.
During the 13th Five-Year Plan period, the 3.5 Ring will become a reality within five years. The Municipal Transport Commission introduced that to build the 3.5 Ring, the expressway network must first be connected, with about 28 kilometers of new expressways added in five years, mainly around supporting the construction of Beijing's administrative sub-center, the new airport, and key functional areas, continuing the second phase of Guangqu Road, and building new projects such as Jingbao Road, Lize Road, and the western extension of Xiwai Street. Then, on this basis, the main road pattern will be densified, and projects such as Bagou Village Road, the southern extension of West Dawang Road, and the western extension of Shiliuzhuang Road will be completed. By then, the 3.5 Ring will be fully connected into a ring, relieving pressure on the busy Third and Fourth Rings.
Within five years, the city will build three new rail express lines: Line 17, the first phase of Line 19, and the Pinggu Line. At the same time, two subway lines, Line 3 and Line 12, as well as an APM light rail serving the CBD area, will be constructed. Previously, the Municipal Transport Commission introduced that, unlike previous subway lines, this dedicated subway line will be built as a short-distance underground line.
Within five years, passengers will also feel changes when taking the subway. Beijing Subway will tap the potential capacity of existing rail lines by increasing departure frequency, renovating platforms, and improving operational organization forms to alleviate crowding. By the end of the 13th Five-Year Plan, depending on passenger flow demand and network capacity matching, operating lines will strive to achieve a minimum departure interval of 2 minutes and 30 seconds.
At this year's Fengtai District Two Sessions, the Beijing Youth Daily reporter learned that Fengtai District will formulate relocation and vacating plans for three district-owned long-distance passenger transport stations: Muxiyuan, Xinfadi, and Lizeqiao. The relocation of long-distance stations in the city center will become a trend.
On this basis, Beijing will build four highway long-distance passenger transport hubs: Jingxinan, Nanzhao, Tuqiao, and Beiyuan North, gradually relocating long-distance highway stations from the central city. It will focus on developing direct passenger routes to small and medium-sized cities in other provinces and cities, and gradually reduce the number of long-distance passenger routes over 800 kilometers.
In terms of railway hubs, around the Winter Olympics and the construction of the new airport, during the 13th Five-Year Plan period, the focus will be on promoting the construction of trunk railways such as the Beijing-Zhangjiakou Railway, Beijing-Shenyang Passenger Dedicated Line, and Beijing-Bazhou Railway. Simultaneously, the construction of railway hub stations such as Xinghuo Station, New Beijing East Station, Fengtai Station, and Qinghe Station will be completed.
Within five years, Beijing will promote the construction of public parking lots such as the People's Hospital and Wukesong Underground Parking Lot, and initiate preliminary research on public parking lots such as Dongdan Park and Xishan Tunnel Botanical Garden. Based on a parking survey, and in accordance with laws and regulations, a batch of parking spaces will be standardized to alleviate parking conflicts in Dongcheng and Xicheng districts. Within five years, 16 parking facilities will be built in Dongcheng and Xicheng districts, adding about 9,000 motor vehicle parking spaces.
In addition, preliminary research will be carried out on 13 park-and-ride lots such as Xiangquan Roundabout.
