To continuously deepen the reform of "streamlining administration, delegating power, improving regulation, and upgrading services," Jinan has adopted a "minimalist" approach, empowering reform at four levels—institutions, standards, data aggregation, and services—and has carried out fruitful practical exploration in the field of engineering construction project approval, forming a set of typical experiences that can be replicated and promoted. The building permit indicator in the business environment assessment has ranked first in the province and become a national benchmark; its joint acceptance experience has been promoted by the Ministry of Housing and Urban-Rural Development through official documents; and the influence of the "In Quancheng, Everything Gets Done" brand continues to expand.
