Coding Everything: Advancing Modernization of 'Smart' Urban Governance

Accelerating the construction of urban digital public infrastructure is an important measure for improving urban management and advancing the modernization of urban governance systems and governance capacity, and is a key lever for building digital cities. Recently, the Coding Rules for Unified Identification Codes of Urban Digital Public Infrastructure (hereinafter referred to as the Rules), organized and compiled by the Housing and Urban-Rural Development Department of Hubei Province, will be promoted and applied nationwide starting August 1. The Rules are the country's first national industry standard to clearly define coding rules and classification frameworks for all physical objects in cities, and a foundational standard for the construction of urban digital public infrastructure; they represent best practice in empowering informatization to advance the synchronized development of the four modernizations.

Major Projects in Sichuan-Chongqing Twin-City Economic Circle Advance Steadily Through Joint Efforts

Since the beginning of this year, Sichuan and Chongqing have fully implemented the decisions and arrangements of the CPC Central Committee, the State Council, and the Party committees and governments of the two provinces and municipalities on accelerating the development of the Chengdu-Chongqing Twin-City Economic Circle. Adhering to the approach of using major projects as a key lever, the two sides have strengthened the provision of production factors, enhanced coordination services, and maintained continuous monitoring and scheduling, jointly advancing the accelerated implementation of major projects in the Chengdu-Chongqing Twin-City Economic Circle. From January to April, 300 projects completed an investment of 149.2 billion yuan, achieving 34.2 percent of the annual investment target. Among them, 17 of the 37 projects scheduled to start construction have broken ground, a start rate of 45.9 percent.

Construction Drawing Design of Jinsha-Jingrenhuai-Tongzi Expressway (Ancillary Works) Approved

The Jinsha-Jingrenhuai-Tongzi Expressway starts at Panshui Town at the junction of Bozhou District, Zunyi City and Jinsha County, Bijie City, where the Panshui Hub Interchange connects to the completed Zunyi-Bijie section of the Hangzhou-Ruili National Expressway and the Jinsha-Qianxi Expressway. It passes through Wuma, Tanchang, Renhuai East, Zhongyuan, Maotai Airport, Xuekong, Huaqiu, Gaoqiao, Liaoyuan and Fujiawan, and terminates at a through connection with the under-construction Tongzi-Xinpu Expressway, while also providing the Loushanguan Hub Interchange connecting to the Lanzhou-Haikou Expressway. The route has a total length of 102.390 km (including the section from the original Panshui West Hub, which also serves as a ground-level interchange, at the crossing point of the Jinsha-Qianxi Expressway and the Hangzhou-Ruili National Expressway to the point where this project meets the Hangzhou-Ruili National Expressway).

Public Notice on Four Bridges of Zhangcun River (Laoshan Section Phase I) in Qingdao (with Bridge Renderings)

On May 21, the Laoshan Government Affairs Network released the "Public Notice Information on Keyuan Jingqi Road Bridge, Kejiyuan Wulu Road Bridge, Xinnan Road Bridge and Zaoshan East Road Bridge of the Zhangcun River (Laoshan Section Phase I) Comprehensive Treatment Project in Qingdao." According to the notice, the Zhangcun River (Laoshan Section Phase I) Comprehensive Treatment Project in Qingdao is located in the Zhangcun River basin, east of the Qingdao-Yinchuan Expressway and west of Songling Road, with a river channel about 4,000 meters long and 150 to 480 meters wide, including five river-crossing vehicular bridges. According to the project schedule, the Keyuan Jingwu Road Bridge was previously announced, and this notice covers the remaining four bridges: Keyuan Jingqi Road Bridge, Kejiyuan Wulu Road Bridge, Xinnan Road Bridge and Zaoshan East Road Bridge.
