国家一级注册建筑师、同济大学副校长伍江教授则建议，历史文化风貌保护需要在法律上加紧完善，按照上海的保护条例，风貌区一定是一个街坊以上，没有单个街坊的，但现在还有许多散落在外围的独立街坊。法律也应该保护这些单街坊，所以要进一步完善保护条例。在土地批租中将保护要求前置，在批租前就明确，并计入到土地批租的总价值里，一起捆绑出让，不要强调净地出让，而是要强调带保护要求的出让，不要等到开发了再向开发商提保护要求，这就晚了。
