Recently, the achievements of "Qing Shu Tong," one of China's first batch of national data circulation pilot platforms, were officially released at the 2026 Second Qingdao Data Element Achievement Launch Conference, marking a milestone breakthrough in the construction of Qingdao's national data infrastructure.

As the core carrier for Qingdao's undertaking of the national first batch of data circulation and utilization infrastructure pilots, "Qing Shu Tong" relies on privacy computing technology to overcome common industry challenges such as the lack of cross-domain mutual trust, obstacles to multi-party joint processing, and difficulties in realizing value conversion, and coordinates the creation of a unified and standardized data service foundation. The platform has built a standardized core hub for data circulation, opening up data circulation and utilization links across entities, regions, and industries, consolidating the underlying support for the city's market-based allocation of data elements, and exploring a regional-level data infrastructure construction and operation model for the province and even the whole country, outputting a replicable and promotable Qingdao practice model.

To date, the platform has completed the connection of key municipal and industry nodes such as the Qingdao Urban Trusted Data Space and the Marine Big Data Application Center,and has gathered 955 market data entities of various types, including Guoshi Group, Jiutian Group, and Wendaotong, with 1,763 data products listed.The scale of platform node connections and the volume of data supply rank firmly in the first tier of national pilot cities.

Rich and diverse implementation scenarios are an important lever for unleashing the value of data circulation. Relying on earlier pilot exploration, "Qing Shu Tong" has incubated a batch of distinctive demonstration application scenarios, with pilot results continuing to emerge. This release focuses on 15 typical circulation application scenarios spanning industries, enterprises, and cities; the "pedestrian flow data analysis assisting shop site selection" scenario integrates multi-dimensional data across industries, including telecom operator signaling, community video analysis, and commercial geography, to build a quantitative assessment model that provides scientific site selection decision support for market operators and helps optimize the allocation of commercial space resources; the "Credit Data Treasure" scenario opens up the data link between Qingdao and Wenzhou, supporting financial institutions in completing trusted verification of out-of-town customers, improving the corporate credit evaluation system, and effectively resolving bottlenecks in cross-regional risk control verification; the "medical multi-center real-world research" scenario links medical data resources from five cities—Qingdao, Fuzhou, Dalian, Jinan, and Weifang—to achieve intelligent retrieval and standardized secure delivery of multi-center data, effectively shortening the clinical R&D cycle of pharmaceutical companies and reducing comprehensive R&D costs.

The release of the "Qing Shu Tong" platform achievements is an important practice in Qingdao's advancement of the national data infrastructure pilot, injecting strong momentum into the high-quality development of the city's digital economy and providing valuable practical experience for the nationwide market-based operation of data elements.
