On July 9, 2026, the press conference for the 18th China (Beijing) International Construction Machinery, Building Material Machines and Mining Machines Exhibition (hereinafter referred to as BICES 2027) was held in Beijing. At the conference, Li Jianyou, Supervisor and Deputy Director of the Expert Committee of the China Construction Machinery Association (hereinafter referred to as the Association), delivered a keynote speech titled "Green and Intelligent Integration Empowers Industrial Upgrading, Scientific Development Opens Up a Low-Carbon Track."

Distinguished leaders, honored guests, friends from the media, ladies and gentlemen:

　　Good morning, everyone!

　　In the full bloom of midsummer, we gather today in Beijing for the press conference of the 18th China (Beijing) International Construction Machinery, Building Material Machines and Mining Machines Exhibition (hereinafter referred to as BICES 2027), officially launching all preparatory work for this year's exhibition. Here, I would like to extend my sincere gratitude to the competent authorities at all levels, industry chain enterprises, industry experts, end users, and media friends who have long cared about and supported the development of BICES and helped drive the industry's transformation and upgrading!

　　BICES is a core professional exhibition for the construction machinery industry that is based in Beijing, radiates across the country, and connects the world. Over the years, the exhibition has continued to upgrade in step with national industrial guidance and industry development trends. In 2023, it took the lead in establishing a Green and Low-Carbon Zone, and in 2025, the zone's scale and exhibit system were further expanded and improved. On this basis, the newly upgraded BICES 2027 closely aligns with the "dual carbon" strategy, new industrialization, and the development requirements of new quality productive forces, focuses on the integrated development of greening and intelligentization, and builds a comprehensive industrial service platform integrating policy interpretation, technology display, supply-demand matching, and standards co-construction.

　　The industry is currently at a critical stage where three major opportunities—green transformation, digital change, and global competition—are converging. Green and low-carbon development is no longer an optional direction for the industry, but a hard requirement for high-quality industrial development.

　　— From the policy perspective, the state continues to tighten emission control for non-road mobile machinery; the National Stage IV standard has been fully implemented, and the drafting of the National Stage V standard is accelerating. Green mines, environmentally friendly construction sites, and inland river ports have all set low-carbon equipment access thresholds, and the phase-out of high-energy-consumption, high-emission outdated equipment continues to accelerate.

　　— From the market perspective, fluctuating oil prices and rising environmental operation and maintenance costs are forcing construction enterprises to reduce costs and improve efficiency; green equipment can enjoy benefits such as credit support and bonus points in bidding, and market demand for equipment replacement continues to be released.

　　— From the industry perspective, technologies such as clean energy power, energy-saving hydraulics, and parts remanufacturing are maturing, and the industry has formed four mature development paths: electric substitution, whole-machine energy conservation, low-carbon manufacturing, and recycling of used equipment.

　　At the same time, the logic of industry transformation has undergone profound changes: electrification alone is insufficient to support the long-term development of the industry, and the deep integration of green and intelligent has become the core lever for developing new quality productive forces. New technologies such as digital twins, artificial intelligence, 5G cluster control, solar-storage-charging, and hydrogen power are being deployed at an accelerating pace; smart mines and unmanned construction sites have entered the stage of large-scale application; overseas market demand for low-carbon intelligent complete equipment continues to rise, and domestic construction machinery is shifting from single-product exports to the simultaneous export of technology, standards, and integrated solutions.

　　However, we must also objectively face the existing pain points in the industry: the degree of green technology collaboration across the industrial chain is insufficient, the cost of digital transformation for small and medium-sized enterprises is relatively high, there are bottlenecks in the commercialization of cutting-edge low-carbon technologies, and the supporting standards systems for carbon accounting and intelligent equipment remain incomplete. The industry urgently needs a high-level exchange platform to integrate resources and pool efforts, and BICES 2027 is precisely an important vehicle for solving the above problems and promoting collaborative industrial transformation.

　　BICES 2027 will carry four core industry values:

　　I. Unify evaluation standards for green and intelligent equipment.The exhibition will join hands with industry associations, standards research institutes, leading enterprises, and professional testing institutions to release group standards in the field of low-carbon and intelligent construction machinery, unify specifications related to equipment energy consumption, exhaust emissions, intelligent safety, and carbon accounting, define a clear path for enterprises' technological transformation, avoid resource waste caused by blind research and development, and promote the overall standardization and upgrading of the industry.

　　II. Accelerate the phase-out of high-energy-consumption outdated equipment and consolidate the foundation for ecological development.The exhibition will coordinate with competent authorities in housing and urban-rural development, mining, and ecological environment to interpret policies on subsidies for phasing out outdated equipment and industry rectification; it will showcase new low-noise, zero-emission construction machinery in a concentrated manner, promote the renewal of existing equipment in the transportation, infrastructure, mining, and port sectors, reduce construction pollution, and support the building of a Beautiful China.

　　III. Popularize cost-effective green and intelligent equipment and reduce enterprise operating costs.The exhibition will specifically launch lightweight electric equipment, energy-saving whole machines, and energy storage supporting products suitable for small and medium-sized construction enterprises, and will hold thematic exchange sessions to compare the full life-cycle costs of new and old equipment, effectively helping enterprises reduce comprehensive fuel, maintenance, and environmental protection expenses.

　　IV. Showcase domestic independent green and intelligent technologies in a concentrated manner and enhance the industry's international competitiveness.The exhibition will concentrate on displaying core domestic achievements such as lithium batteries, hydrogen power, unmanned construction, and parts remanufacturing; relying on the exhibition's international buyer resources to match overseas procurement demand, it will promote the going-global of domestic low-carbon intelligent equipment and complete solutions, and continuously strengthen China's global voice in the construction machinery industry.

　　Green is the underlying color of high-quality industrial development, intelligence is the core engine for enterprises to improve quality and efficiency, and the deep integration of green and intelligent has become an irreversible development trend for the construction machinery industry. Going forward, the organizing committee will coordinate resources from all parties, solidly advance various tasks such as exhibition hall planning, exhibitor recruitment, professional visitor invitation, and supporting forum organization, and make every effort to build BICES 2027 into a high-standard, professional, and results-oriented industry benchmark event.
