The Eshan-Shiping-Honghe Expressway is the "19th Link" (Eshan-Shiping-Honghe) among the "twenty links" of the "five vertical, five horizontal, one side, two rings, twenty links" expressway network in the medium- and long-term expressway network planning layout of Yunnan Province (2016-2030). It is a provincial expressway S35 connecting line, one of the regional road networks in the "13th Five-Year Plan for Expressway Network Construction in the Central Yunnan Urban Economic Circle," the "fourth vertical" of the "four vertical and three horizontal" expressway network of Honghe Prefecture, and a medium-term planned project for achieving expressway access in every county of Honghe Prefecture.

The project starts at Zhendongying Village on the northeast side of Eshan County, Yuxi City, where a Zhendongying hub interchange connects to the G8511 Kunming-Mohan Expressway. It passes through Longwu Town, Shaochong Town, Longpeng Town, Xincheng Township, Yilong Town, and Niujie Town in Shiping County, and ends at Dimoba in Honghe County, Honghe Prefecture, where a Dimoba hub interchange connects to the Yuanjiang-Manghao Expressway.

The preliminary design alignment of the project has a main line length of 113.645 km (17.496 km within Eshan County, Yuxi City; 92.992 km within Shiping County, Honghe Prefecture; and 3.157 km within Honghe County). A total of 12 interchanges are set along the entire line: Zhendongying (hub), Xiaojie, Shuanglong, Longwu, Shaochong, Longpeng, Xincheng, Hongtupo, Songcun (hub), Ma'anshan, Xiaohedi, and Dimoba (hub). Eight connecting lines with a total length of 22.583 km will be built concurrently. Among them, the Eshan Railway Station connecting line (Zhendongying hub) is 6.133 km, the Xiaojie interchange connecting line is 2.916 km, the Longwu interchange connecting line is 0.66 km, the Shaochong interchange connecting line is 1.119 km, the Longpeng interchange connecting line is 1.965 km, the Hongtupo interchange connecting line is 6.02 km, the Ma'anshan interchange connecting line is 0.92 km, and the Xiaohedi interchange connecting line is 2.85 km. The proposed project's main line is to be built to the standard of a two-way four-lane expressway, with a design speed of 80 km/h and a subgrade width of 25.5 m. The estimated investment of the project is 24.379 billion yuan.

The Honghe Prefecture section of the Eshan-Shiping-Honghe Expressway starts at K17+230, located inside the Shidongqing Tunnel, and ends at K112+663.526 at Dimoba, Honghe County, Honghe Prefecture, connecting to the Honghe section of the Yuanjiang-Manghao Expressway (S45 Yongjin Expressway) at the Dimoba parking area at K8+000.

The main line of the Honghe Prefecture section is 96.03 km long in total, with 117 bridges (single幅) totaling 44,102 m (including 13 extra-large bridges); 23 tunnels totaling 54,051.46 m (including 9 extra-long tunnels, of which 2 are longer than 7 km); 9 interchanges; 2 pairs of service areas (Shaochong and Songcun); and 1 parking area (Muzhuli). The bridge-tunnel ratio of the Honghe Prefecture section is 79.25%. The total contract construction period is 48 months, the estimated investment is 20.05013 billion yuan, and the construction and installation engineering cost is 15.96 billion yuan.

In 2026, it is planned to promote the full commencement of civil works sections 1-9, with a planned construction and installation output value of 1.266 billion yuan. At present, civil works sections 1, 2, 3, 5, 6, 7, 8, and 9 have entered the site; sections 2, 3, and 6 are carrying out camp and plant station construction; sections 1, 7, 8, and 9 have already started production, among which section 1 has the fastest progress. At present, section 1 has completed 1,894,200 m3 of earthwork excavation, 429,000 m3 of filling, and 57,000 m3 of slope protection;The left tube of the tunnel has been excavated 789 m and was holed through on April 13, 2026; the right tube has been excavated 684.1 m;For the bridge works, 179 pile foundations, 44 pier columns, 19 bent caps, and 30 precast T-beams have been completed. Section 7 has completed 5 bridge pile foundations and 27 m of tunnel excavation. Section 8 has completed 61 bridge pile foundations. Section 9 has completed 73 bridge pile foundations.
