该《办法》指出，城市地下空间建筑物权利人应当持用地使用权证明、规划许可证明及竣工验收等资料向房产主管部门申请地下空间建筑物登记，领取权属证书。未计入容积率的城市地下空间建筑物不予登记。地下空间建筑物应当与地上建筑合并办理初始登记，地下空间建筑物不得办理预售，应当经初始登记确认权属后方可销售、出租。单建地下空间建筑物的初始登记应当独立登记，地下社会公共停车场等各个配套建筑，不得进行分割登记和分割转让。
