On January 31, the Fourth Session of the 14th Fujian Provincial People's Congress unanimously approved the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Fujian Province" (hereinafter referred to as the "Outline"). The "Outline" proposes that during the "15th Five-Year Plan" period, Fujian's GDP will grow at an average annual rate of about 5%, and by 2030 per capita GDP will approach or reach the level of moderately developed countries, ensuring decisive progress in basically achieving socialist modernization. By 2035, Fujian will be at the forefront of basically achieving socialist modernization.

Meng Qian, Party Secretary and Director of the Fujian Provincial Development and Reform Commission, stated that under the guidance of this overall goal, all objectives must embody the common requirement of "striving bravely to be first," while also aligning with the actual level of their respective fields and reflecting requirements at different tiers. For example, in industrial development, Fujian has shortcomings, but it also has a number of enterprises and industries that lead nationally and even globally; in fierce international competition, it must shoulder the responsibility of a major manufacturing province and strive to build a modern industrial system with global competitiveness. In coordinated regional development, compared with sister provinces, Fujian's urban-rural and regional gaps are relatively small; the "Outline" proposes exploring a path to common prosperity with Fujian characteristics and setting a national example in coordinated regional development. In scientific and technological innovation, Fujian has relatively few high-level research institutes, and its R&D expenditure intensity has always been disproportionate to its level of economic development, but Digital Fujian has a solid foundation and new technologies have wide application scenarios; the "Outline" proposes facing up to shortcomings, leveraging strengths to offset weaknesses, and striving to narrow the gap with advanced provinces.

The "Outline" systematically builds a "goal-task-action" framework, dividing it into 15 chapters to draw a "construction blueprint" with clear goals and paths, specifically including the following 7 aspects:

1. Fujian's real economy has distinctive characteristics. During the "15th Five-Year Plan" period, Fujian will blaze a new trail in promoting the deep integration of scientific and technological innovation and industrial innovation. On the one hand, it will accelerate the construction of the manufacturing "555X" industrial clusters and promote a development pattern of trillion-level pillars, hundred-billion-level upgrading, and ten-billion-level momentum. On the other hand, it will focus on optimizing mechanisms, promoting integration, and strengthening empowerment, fully implement the "AI+" initiative, lead the development of new quality productive forces with scientific and technological innovation, and empower all industries with digital and intelligent technologies.

2. Fujian is a pioneer province in reform and opening up. During the "15th Five-Year Plan" period, Fujian will strive bravely to be first in comprehensively deepening reform and expanding high-level opening up, and strive to become a leader in reform and opening up. In reform, it will deepen the strategy of building a strong province of private economy in the new era, accelerate the creation of a world-class business environment, resolutely remove "midstream blockages" in economic development and bottlenecks and pain points in social livelihood, and achieve government efficiency, market vitality, and public satisfaction through reform. In opening up, it will actively align with major national regional strategies such as Yangtze River Delta integration and Guangdong-Hong Kong-Macao Greater Bay Area construction, and strengthen cooperation in infrastructure, scientific and technological innovation, industrial development, cultural tourism, and key regions; give play to the gathering, radiating, and leading exemplary role of the core area of the Maritime Silk Road, accelerate the building of a strong foreign trade province, a major province in attracting investment, and a strong open province, and consolidate and expand the functions of an important node and important channel in the domestic and international dual circulation; expand new space for foreign trade growth, guide leading enterprises and high-quality products to go global in an orderly manner, seek new opportunities, and break new ground.

3. Fujian adheres to a people-centered approach. During the "15th Five-Year Plan" period, Fujian will set an example in promoting coordinated regional development and integrated urban-rural development, and further narrow the "three major gaps" between regions, between urban and rural areas, and in income. It will coordinate "mountain" and "sea," deepen mountain-sea collaboration in the new era, and build a regional development pattern featuring concentrated population and economy in coastal areas, key ecological protection in mountainous areas, and coordinated mountain-sea linkage. It will coordinate "city" and "countryside," focus on counties to jointly advance the "three articles" of optimizing cities, strengthening counties, and revitalizing villages, and promote equal exchange and two-way flow of factors such as "people, land, and money" between urban and rural areas. It will improve the public service system covering all people and the whole life cycle, steadily advance the equalization of basic public services, and adopt a batch of balanced and accessible policy measures in education, medical care, housing, elderly care, and income that the people care about, so that everyone can feel tangible results.

4. Fujian has profound historical and cultural heritage. During the "15th Five-Year Plan" period, Fujian will make sustained efforts to enhance cultural influence and present a new image of Fujian, strive to build a higher-level culturally strong province, and fully display the charm and elegance of Fujian culture in the new era. It will focus on cultivating people through culture and boost the spirit of Fujian in the new era. It will focus on improving the public cultural service system and create more attractive "Min-style" artistic masterpieces and cultural brands. It will focus on carrying forward the red bloodline and historical cultural lineage, tell Fujian's Party history stories and stories of revolutionary predecessors well, and pass on the red genes from generation to generation. It will make the cultural tourism economy a pillar industry, build a world-renowned tourism destination, and attract more domestic and overseas tourists to Fujian to experience the beauty of its mountains, the dynamism of its waters, the grandeur of its seas, and the clarity of its skies.

5. Green is a beautiful calling card of Fujian, and its forest coverage rate has ranked first in the country for 47 consecutive years. During the "15th Five-Year Plan" period, Fujian will continue to implement the ecological province strategy, accelerate the simultaneous advancement of high-quality ecological environment, high-quality economic development, and high-quality people's lives, and turn ecological "green" into pocket "gold." It will continue to deepen the construction of the national ecological civilization pilot zone, improve the ecological environment governance mechanism, build a major protection and governance pattern from mountain tops to the ocean, fully protect and carefully care for blue skies and clear waters, strive to build a pioneering area for Beautiful China, and continue to be an "excellent student" in ecology. With carbon peaking and carbon neutrality as the guide, it will coordinate the promotion of carbon reduction, pollution reduction, green expansion, and growth, continuously optimize the industrial structure, energy structure, transportation structure, and land use structure, control the total amount and optimize the increment, and strive to build more zero-carbon islands, zero-carbon factories, and zero-carbon parks, making green the distinctive底色 of high-quality development.

6. Building a demonstration zone for cross-strait integrated development is a major historical mission and major development opportunity entrusted to Fujian by the Party Central Committee. During the "15th Five-Year Plan" period, Fujian will focus on giving play to Fujian's unique advantages toward Taiwan and its pioneering and exemplary role, take greater strides in exploring a new path for cross-strait integrated development, build the "first homeland" for Taiwan compatriots and Taiwan enterprises to land, and serve the great cause of national reunification. It will optimize guarantees for Taiwan compatriots coming to Fujian, so that they are willing to come, can stay, and integrate well. It will tighten the chain of economic and trade cooperation interests, promote liberalization and facilitation of investment and trade between Fujian and Taiwan, and let Taiwan enterprises develop with peace of mind in Fujian. It will improve the effectiveness of people-to-people and cultural exchanges, so that Taiwan compatriots can widely feel the accents and sentiments of their hometown and experience shared roots and origins. It will accelerate the building of "same-city living circles" for Fuzhou-Matsu and Xiamen-Kinmen, and explore new mechanisms for coordinated integration across the whole region. It will deepen the open development of the Pingtan Comprehensive Experimental Zone, build a pioneering area for the cross-strait common market, and drive more Taiwan compatriots to take Fujian-Taiwan integrated development as a common cause and work together for a better life.

7. During the "15th Five-Year Plan" period, Fujian will coordinate development and security and better transform institutional advantages into governance effectiveness. It will accelerate the modernization of the national security system and capacity, build a peaceful land with a more orderly society, a more solid foundation, more effective governance, and greater public satisfaction, build a southeastern barrier for national security, and ensure social security and public tranquility. It will adhere to the organic unity of Party leadership, the people being masters of the country, and law-based governance, improve the rule of law system and supervision system, and advance the construction of rule-of-law Fujian, rule-of-law government, and rule-of-law society as a whole, building a highland of rule of law.
