On February 2, the 2026 Beijing Key Projects Plan was released. According to the Municipal Development and Reform Commission, this year Beijing will continue to leverage the demonstration and guiding role of the "3 Hundreds" municipal key projects, concentrating on advancing 100 major scientific and technological innovation and modern industrial projects, 100 major infrastructure projects, and 100 major livelihood improvement projects, using major projects to drive the expansion of effective investment. The investment for these 300 key projects in the current year exceeds 300 billion yuan.

Sci-Tech Innovation + Industry: Emerging and Future Industries Land in Concentrated Fashion

From the perspective of sectors, the 100 major scientific and technological innovation and modern industrial projects have the highest investment proportion, with planned investment for the current year reaching 142.8 billion yuan.

These 100 projects first include a batch of scientific research infrastructure projects to accelerate high-level scientific and technological self-reliance and self-strengthening. A relevant official from the Municipal Development and Reform Commission said that this year Beijing will coordinate the construction of scientific and technological infrastructure platforms, strive to enhance the development capacity of the main platform of "Three Science Cities and One Science Park Zone," deepen the construction of the Agricultural Zhongguancun, and arrange 11 major scientific research infrastructure projects, including the Beijing Institute of Technology Innovation Platform Cluster Laboratory project and the Beijing (Pinggu) International Innovation Research Institute of Agricultural Microbiology.

Fifty emerging industry and future industry projects are also included in this year's plan. Among them are projects such as the Artificial Intelligence Innovation Block Cultural Intelligence Environment, which will build an innovation highland for the integrated circuit and artificial intelligence industries; projects such as the BAIC Xiangjie production line technological transformation, which will enhance the competitiveness of the new energy vehicle industry; projects such as Sanofi's industrialization of biological preparation APIs and the Phase II of Zhongguancun (Chaoyang) Digital Healthcare Industrial Park, which will upgrade the pharmaceutical and health industry; and projects such as the Aerospace Rocket Intelligent Perception Industrial Base, which will strengthen the aerospace technology industry...

This year, Beijing will also promote high-quality financial development, consolidate and enhance the advantages of the software and information services industry, strengthen high-end and internationalized business services, promote the deep integration of modern services with advanced manufacturing, and arrange 33 projects including the Douyin Group Digital Economy Industrial Park and supporting facilities; expand tourism development space, accelerate the integration of regional cultural and tourism industries, drive the development of the cultural tourism economy, and arrange 6 projects including the Phase I of the Daxing International Tourism Resort.

Infrastructure: Yizhuang Line and Line 15 to Add Stations This Year

The 100 major infrastructure projects have planned investment of 67.4 billion yuan for the current year, covering railways, subways, expressways, urban roads, and other aspects. Among them, in terms of rail transit, this year Beijing will, on the one hand, improve the quality and efficiency of urban rail transit services, orderly advance the implementation of Phase III rail transit projects, and improve Beijing's rail transit network; on the other hand, accelerate the implementation of railway projects and build the main framework of the suburban railway network structure.

The number of subway projects under construction in Beijing this year reaches 13, among which 3 newly built projects highlight the densification and improvement of the existing subway network. For example, the Yizhuang Line and Line 15 will each add one station this year.

The Yizhuang Line, which opened in 2010, starts from Songjiazhuang Station and ends at Yizhuang Railway Station. This station addition project will utilize and renovate the existing Taihu Depot to add one new station in Taihu, achieving rail transit service for the surrounding areas. Line 15 in the northeast direction will build one new station between Guozhan Station and Hualikan Station, mainly serving the newly completed Capital International Exhibition Center.

This year, Line 19 will also be extended northward. The Phase II project of Line 19 (north extension and north extension branch) is divided into two parts: the north extension line has a total length of about 17.1 kilometers and 7 stations; the north extension branch has a total length of about 7.1 kilometers and 1 station. According to previously released environmental impact assessment information, the north extension line starts from Mudanyuan Station of the Phase I project in the south and extends to Shengminggu Station in the north. The north extension branch connects from Shangqingqiao South Station on the main line and extends north to Qinghe Station, which also means that Qinghe Railway Station will have an additional subway connection in addition to the existing Line 13 and Changping Line.

The remaining 10 projects under construction are: the connecting line between the Yizhuang Line and Line 5 and Line 10 of rail transit, the remaining section of Line 12, the Beijing section of the Line 22 (Pinggu Line) project, the Line 13 capacity expansion and improvement project, the remaining section of Phase I of Line 3, the Line 1 branch, Phase I of the M101 Line, Line 28 (CBD Line), the north extension of the Daxing Airport Line, and the project to add Wangjing South Station on the Capital Airport Line.

"Beijing will also build a fast, convenient, and interconnected transportation network, advance the expansion and connectivity of expressways, build life corridors in mountainous areas, improve the structure of the urban road network, increase the density of the urban road network, and smooth traffic connections between key functional areas," the relevant official introduced.

Among the 12 highway projects, 6 are newly built projects, namely: the southern section of the Eastern Development Belt Connecting Line, the southern extension of the Second Capital Airport Expressway, the capacity expansion and reconstruction of the Phase I of the South Sixth Ring Road (from Jingkai Expressway to Dajian Road), the capacity expansion and reconstruction of the Beijing-Hong Kong-Macao Expressway, National Highway 234, and National Highway 230 (Zhangfeng Road - Huoxiao Road). This year, multiple urban roads will also be newly built, for example: the urban connecting line of the Beijing-Xiong'an Expressway (Liucun Road) will be built to urban expressway standards, Shunping Road (Jingmi Road - Youdi Road) will undergo expressway-style transformation, and the South Central Axis Road (South Second Ring Road - South Third Ring Road section) and the road network in the northern area of Zhongguancun Science City will be comprehensively upgraded.

Livelihood Improvement: 17 Newly Built Education Projects to Start Construction Within the Year

The 100 major livelihood improvement projects have planned investment of 102.7 billion yuan for the current year. Some of these projects focus on opening up new space for "housing for all," promoting new breakthroughs in urban renewal, and creating high-quality public spaces; some focus on promoting the balanced layout of high-quality educational resources, optimizing the supply of medical, elderly care, and childcare services, and better meeting the multi-level needs of "the elderly and the young"; and a number of projects focus on enhancing the vitality of cultural and sports spaces, building a capital of cultural excellence, and creating integrated all-area consumption scenarios.

This year's municipal key project plan covers 17 newly built education projects. In recent years, to promote the balanced development of high-quality educational resources, Beijing has coordinated the construction of "Beijing Experimental Schools" in Tongzhou, Daxing, Huairou, and other districts, which have been completed and put into use one after another. Among them, Beijing No. 5 Experimental School was built relying on the rich educational experience and high-quality resources of the Beijing No. 12 Middle School Joint General School. This year, the primary school department of the school's Lize campus will start construction, located in the Fengtai Lize Financial Business District. Beijing No. 6 Experimental School and Beijing No. 7 Experimental School are also "on the way," with the former located in Fangshan District and the latter in Pinggu District.

This year's newly built education projects also include: the Dongba North Campus (High School Department) of Beijing Middle School in Chaoyang District; the reconstruction and expansion projects of the Primary School and Middle School Affiliated to the University of Science and Technology Beijing, Beijing 101 Middle School Experimental School, and the Beijing 101 Middle School Science City School cluster in Haidian District; the expansion project of the Future Experimental School Affiliated to Capital Normal University in Fangshan District; the primary and secondary schools in the Sub-center Cultural Tourism Zone in Tongzhou District; the supporting school in the Capital Airport Airport Economic Zone in Shunyi District; the Phase III High School of Life Science Park, the School Affiliated to Tsinghua University State Key Laboratory, and the Changping School of the Primary School Affiliated to Peking University in Changping District; the Daxing School of Tsinghua University High School in Daxing District; the Yanqing Campus of Beijing National Day School in Yanqing District; and the supporting primary school of the Six Major Centers of the Economic-Technological Development Area and the Beijing Normal University Affiliated Middle School Economic-Technological Development Area School in Yizhuang.

The layout of high-quality medical resources will also become more balanced, and many well-known hospitals will build new campuses this year: the Fangshan Campus of Xuanwu Hospital and the National Medical Center construction project will land in Changyang, Fangshan; the Yizhuang Campus of Tongren Hospital will build a Phase III project; and the Daxing Campus of Anding Hospital will be located in the southern expansion area of the Daxing District Biomedical Base.

In conjunction with major engineering projects and the major project reserve pool for the "15th Five-Year Plan" period, Beijing will also include 200 major projects expected to be implemented in subsequent years—such as the Phase II of the High Energy Synchrotron Radiation Light Source, the Beijing-Tibet Expressway reconstruction and expansion project, and the new campus of Beijing Dance Academy—in the preliminary advancement projects this year, strengthen project scheduling, and strive to push a batch of projects to start construction ahead of schedule in 2026.
