On January 26, the core coastal area of eastern Xiamen Island was bustling with activity—construction of the Xiamen International Business Core Zone Plot A1 project has fully entered an accelerated phase. At the construction site, various types of engineering equipment stand in rows, the roar of machinery continues unabated, pile foundation works are operating at full capacity, and Office Tower No. 10 is steadily advancing toward its topping-out target. This benchmark Sichuan-Fujian cooperation project, with a total investment of nearly 10 billion yuan, is accelerating from blueprint to reality.

As the first industry-led comprehensive district development project in Siming District, Plot A1 enjoys a core location "backed by Guanyin Mountain and facing Kinmen Island," with a planned total area of approximately 8.2 hectares, a total gross floor area of 633,000 square meters, and a floor area ratio (FAR) calculation area of about 420,000 square meters. The project integrates multiple functions including super high-rise offices, a skyline hotel, block-style retail, a bus terminal, and childcare facilities. Among these, office space accounts for approximately 372,000 square meters, the hotel about 35,000 square meters, and retail about 22,000 square meters. It will be developed into a comprehensive business benchmark that combines high-end headquarters clustering with premium supporting services.

At present, construction is progressing on multiple fronts with notable achievements. As the first key building to be advanced, Office Tower No. 10 obtained its pre-sale permit in May 2025. As of January 2026, the main structure has been completed through the 22nd floor, with the building's form beginning to take shape, and topping-out is planned for June this year. The other four super high-rise office towers have also fully commenced construction, with pile foundation works in full swing and dozens of pieces of specialized equipment operating efficiently, laying a solid foundation for the project's subsequent construction. It is understood that Tower No. 10 has previously successfully completed key milestones including the 22nd-floor main structure and large-scale foundation pit earthwork excavation. Throughout the project, the principle of "placing equal emphasis on schedule and quality" has been consistently upheld, with standardized construction ensuring build quality.

Notably, the project is jointly developed by the Xiamen Municipal Government and Huaxi Group and serves as a demonstration project of Sichuan-Fujian cooperation and government-enterprise collaboration. It adopts a "unified planning, unified development, unified operation" model, comprehensively advancing the integration of construction, design, and research; the integration of investment, financing, construction, and operation; and the integration of building materials production and intelligent manufacturing. It fully incorporates Huaxi Construction's latest achievements in "digital + intelligent + dual carbon," creating a new national-leading, industry-first benchmark of the "four transformations of the construction industry (industrialization, digitalization, intelligentization, and greening)" in both the construction process and the final product. As Xiamen's first pilot project for comprehensive district development under a "government-guided, market-operated" approach, the project focuses on the high-end headquarters economy and will integrate the eastern island's hundred-billion-level industries with high-end business resources, further strengthening the district's modern service industry clustering effect.

The project manager stated that, standing at the opening year of the 15th Five-Year Plan period, the project leverages Xiamen's geographical advantages in cross-strait relations and overlapping policy benefits to lead the eastern island central business district in upgrading toward a central activity zone, and is further committed to building a replicable and promotable "Xiamen model" for cross-strait integration. Upon completion, the project will become an important showcase window for the cross-strait integrated development demonstration zone, providing a solid carrier for deepening cross-strait exchanges and cooperation. At the same time, as a benchmark complex, it will enhance the business capacity of Xiamen's eastern coastal area and inject strong momentum into the city's high-quality development.
