Recently, CHN Energy issued a tender announcement for the open tender project of the main plant area pile foundation works of the Jiangsu Company Jianbi Power Plant Phase VIII 2×1000 MW Expansion Project. The tender number is CEZB260600535. The tenderer is CHN Energy Jianbi Power Plant, and the project entity is CHN Energy Jianbi Power Plant, with self-raised funds as the funding source. The tender agency is CHN Energy International Engineering Consulting Co., Ltd. The project has met the tender conditions, and domestic open tender with post-qualification review is now being conducted for the project.

Project overview, tender scope and lot (package) division: CHN Energy Jianbi Power Plant is located about 15 km southeast of Zhenjiang City, Jiangsu Province, on the south bank of the Yangtze River. The plant site is bordered by the Yangtze River to the north; by the Zhenjiang–Changzhou National Highway to the south; by the Zhenjiang area New Diversion River and Jianbi Pumping Station to the east; and by Jianbi Town and the entrance of the Beijing–Hangzhou Grand Canal to the west. After the retirement of the Phase IV and Phase V generating units, the power plant plans to make full use of its existing facilities and site to construct the CHN Energy Jianbi Power Plant 2×1000 MW clean, efficient and flexible coal-fired power project (hereinafter referred to as the current project). The tender scope covers the main plant area pile foundation works of the Jiangsu Company Jianbi Power Plant Phase VIII 2×1000 MW Expansion Project, mainly the remaining pile foundations of the Jianbi Power Plant Phase VIII project excluding the chimney, cooling tower, #15 boiler, etc. The planned construction period is from February 10, 2026 to June 20, 2027. (The specific commencement date shall be subject to the contract signing and the tenderer's notice.) Project implementation location: CHN Energy Jianbi Power Plant.

Bidders must be independently registered legal persons or other organizations established in accordance with law and provide valid supporting documents such as a business license. Bidders must simultaneously hold a valid Grade I professional contracting qualification certificate for foundation engineering and a safety production license.

From January 2021 to the bid submission deadline, bidders must have at least 2 contract performance records for pile foundation construction of thermal power units of 600 MW class or above, of which one record must include at least PHC pile construction and the other must include at least cast-in-place pile construction (if a single contract includes both types of pile foundation construction, it shall be counted as only 1 record). All performance records must have been completed and in stable operation for at least 1 year. Bidders must provide scanned copies of contracts and corresponding scanned copies of user certificates. The scanned contract copies shall include at least the pages bearing the seals of both contracting parties, the contract signing date, and the key information pages reflecting the performance requirements; the user certificate must be sealed by the end user and may be an acceptance certificate, use certificate, follow-up visit record, or other materials capable of proving that the project has been completed and has operated for at least 1 year.

The proposed project manager must hold a valid Grade I constructor practicing qualification registration certificate (building engineering specialty) and a safety production assessment qualification certificate (Class B), and must have at least 1 experience as project manager for PHC pile or cast-in-place pile foundation construction of thermal power units of 600 MW class or above, and must provide sealed materials such as contracts or acceptance certificates capable of proving such experience. The proposed safety officer must hold a valid safety production assessment qualification certificate (Class C). Consortium bidding is not accepted for this project.

The deadline for submission of bid documents (bid submission deadline, hereinafter the same) and the bid opening time is 2026-02-11 09:00:00 (Beijing Time).
