The Fengtai Xingang Comprehensive Wharf is a key construction project in Fengtai County and a critical component of the county's "road-rail-water" multimodal transport network. Once completed, the project will be able to berth 2,000-tonne vessels and handle an annual throughput of 9.2 million tonnes. At present, construction is advancing on two fronts, and the water-area works have entered the sprint phase.

　　The proposed wharf for the Huaihe Fengtai Xingang Comprehensive Wharf Project is located in the upper section of the Jiuliwan Operation Area of the Fengtai Port District of Huainan Port, on the left bank of the left branch of the Huaihe River, adjacent to the mouth of the Yongxing River where it joins the Huaihe and to the railway transport line, enjoying a uniquely advantageous geographical position.

　　Phase I of the project plans to build eight 2,000-tonne-class comprehensive general-purpose berths (including three general cargo berths, three bulk and general cargo berths, and two bulk cargo berths). The wharf deck elevation is 27.4 metres, the shoreline occupied is 647 metres long, and the total land acquisition area is about 900 mu, of which about 200 mu is foreshore land in the water area and about 700 mu is land in the rear land area. Supporting facilities include a bulk cargo warehouse, a general cargo yard and living auxiliary facilities. Phase II will include the construction of a rear general cargo storage area, comprising general cargo yards, warehouses and other facilities, while reserving land for a future dedicated railway line (from the port area to Fengtai Railway Station). The total project investment is approximately 1.55 billion yuan.

　　According to the project manager, key milestones in the water-area section have been comprehensively achieved: all 537 water-facing pile foundations have been completed; the first- and second-tier pile caps, berthing components, front bracing and other supporting structures have been 100% completed; and the installation of precast components such as wharf deck panels and longitudinal and transverse bracing is progressing steadily. As of December 2025, approximately 96 million yuan of the total project investment had been completed. The main structure of the water-area section of the new port wharf is expected to be basically completed by June 2026, and the water-area section of the wharf is expected to be ready for trial operation by the end of 2026.

　　The land-area works are also accelerating in parallel. The general construction contracting and supervision tendering have been successfully completed and contracts signed; the construction contractor has entered the site to carry out preliminary work such as surveying and setting out; clearing and levelling of about 300 mu of construction land in the land-area construction site has been completed; the construction gate has been built; and land expropriation and demolition and villager compensation in Fenghuang Town are proceeding in an orderly manner, laying a solid foundation for subsequent large-scale construction. According to the plan, the land-area section will include a general cargo storage area, warehouses and other facilities, forming efficient interaction with the water-area wharf.

　　Once completed, the project will not only greatly enhance the cargo handling capacity of Huainan Port but also open up the golden waterway for "eastward transport of Anhui coal" and "southward transport of northern goods", improve the regional comprehensive transport system, and inject strong momentum into Fengtai County's efforts to optimise its logistics landscape, promote industrial agglomeration and drive integrated "port-industry-city" development.
