From January to November 2025, Chongqing's municipal-level key projects completed an investment of 464.15 billion yuan, with an investment progress (as a proportion of the annual planned investment) of 96.6%. Among them, 470 projects were scheduled to start, 371 have started, and 303 projects were successfully completed, injecting strong momentum into Chongqing's high-quality development.
Specifically, of the 470 projects scheduled to start, 371 have started, a start rate of 78.9%, with an investment of 134.83 billion yuan and an investment progress of 87.5%; 39 projects, including the Chongqing Bay project, started ahead of schedule. There are 572 projects under construction, which completed an investment of 247.83 billion yuan, with an investment progress of 101.1%, 9.4 percentage points ahead of the scheduled progress. A total of 303 projects were completed, with an investment of 81.49 billion yuan, an investment progress of 100.6%, 8.9 percentage points ahead of the scheduled progress; 172 projects, including the Tongliang Kaisheng Junheng Pharmaceutical Glass 5.0 Neutral Borosilicate Pharmaceutical Glass Industrial Park, have been completed.
Since 2025, Chongqing has firmly embraced the concept of "projects first," going all out to advance projects, boost investment, and stabilize growth, driving municipal-level key projects to "move forward at full speed."

Chongqing has pursued high-level promotion at the municipal level and increased the frequency of scheduling. Since 2025, the Chongqing Municipal People's Government has held more than 20 special research and biweekly scheduling meetings on major projects and 4 special meetings on major projects in 15 livelihood areas. The Chongqing Municipal Development and Reform Commission has established a liaison mechanism for major projects, scheduling projects 42 times in total, and jointly carried out special supervision and research on investment projects with the Supervision Office of the Chongqing Municipal Party Committee and Municipal Government, coordinating and resolving 177 bottleneck issues in total.
The Lujiao Tunnel is a typical example. Previously, due to difficulties in raising demolition and relocation funds by the district government and issues left over from demolition and relocation, construction could not begin at the tunnel entrance. Under the scheduling of relevant Chongqing leaders, Banan and Nan'an actively coordinated and handled the matter, successively completing the demolition and relocation of 12 villas in Tianjingshan Yuanli, the General Building, and Huafeng Cement, successfully clearing the bottleneck at the tunnel entrance.
In addition, Chongqing has iteratively upgraded its major project advancement system to achieve closed-loop management of major projects. Since 2025, the Chongqing Municipal Development and Reform Commission has set an annual target of more than 480 billion yuan in completed investment for municipal-level key projects in 2025, formulated preliminary work plans for projects scheduled to start on a quarterly basis, worked backward to set preliminary work milestones item by item, and advanced them on a monthly schedule.
At the same time, Chongqing has made every effort to secure national support and ensure funding. Since 2025, Chongqing has pushed for 15 major projects in livelihood areas to receive national approval, secured 38.7 billion yuan in ultra-long-term special government bond funds and 17.7 billion yuan in central budget investment for the year, and issued 88.1 billion yuan in local government special bonds for construction.
Furthermore, Chongqing has strengthened project planning and reserves to consolidate the "staying power" of economic development. Since 2025, Chongqing has rolled out reserves of 886 major projects with a total investment of 3 trillion yuan; it has established a financial support mechanism for the preliminary work of major projects and has pushed the first batch of 377 projects, with a total investment of 113.4 billion yuan, to financial institutions.
It is worth noting that Chongqing has also relied on the "Government Services · Full-Cycle Investment Project Application" to achieve integrated data for all projects citywide, regular collection of project progress, effective circulation of bottleneck issues, and orderly integration of project approval matters. It has integrated approval matters such as land use pre-examination and environmental impact assessment from departments including the Chongqing Municipal Planning and Natural Resources Bureau and the Municipal Ecology and Environment Bureau, with a cumulative handling volume of about 33,000 cases, effectively shortening the project approval cycle.
