On November 23, with the completion of the final blast, the diversion and water conveyance tunnel of the Wangxi Reservoir Project in Luolong County, Qamdo City, Tibet, achieved full breakthrough, reaching the milestone 2 days ahead of the planned control node. This marks a phased victory in the construction of the Wangxi Reservoir Project and lays a solid foundation for the subsequent achievement of flow conditions in the diversion tunnel.
The diversion and water conveyance tunnel of the Wangxi Reservoir Project has a total length of 276.6 meters, and the quality and progress of its breakthrough directly determine the pace of advancement of the entire project. Since the official start of tunnel excavation operations, the project team has faced complex geological conditions dominated by Class III-V surrounding rock, with construction difficulty and safety risks compounding each other. Facing these challenges, the project team carefully organized and planned, conducted detailed research, inspected the tunnel's geological conditions on site, implemented 24-hour shift duty, closely monitored key construction links, promptly coordinated and resolved various difficulties encountered during construction, dynamically adjusted construction design, rigorously pursued safety and quality management, strengthened monitoring and inspection work, and ensured that equipment and facilities remained controllable on schedule. The team strictly followed the scientific construction principles of "weak blasting, short advance, minimal disturbance, strong support, early closure, and frequent observation," strictly implemented the operational policy of "safety first, prevention foremost, comprehensive management," correctly handled the relationship among progress, quality, and safety, rationally allocated construction elements such as personnel, materials, and machinery, and utilized all available on-site resources to advance construction. Workplace safety was placed in the foremost position. In light of the characteristics of plateau construction, sufficient cold-weather and warmth-retention supplies and medical support equipment were provided, regular safety inspections and emergency drills were carried out, and the goal of "zero safety accidents and zero casualties" throughout the construction process was achieved. At the same time, the project department actively fulfilled its social responsibility by hiring local residents to participate in auxiliary construction, helping to increase the incomes of surrounding residents, and practicing the original aspiration of a livelihood project through concrete actions.
The Wangxi Reservoir Project in Luolong County, Qamdo City, is a key water conservancy livelihood project under the "14th Five-Year Plan for Water Security Guarantee of the Tibet Autonomous Region," with a planned construction period of 30 months. Upon completion, the project will add and improve irrigation for more than 8,000 mu of cultivated land around the project area and provide domestic water supply for more than 5,000 people, playing an important role in the high-quality social and economic development of Luolong County, consolidating and expanding the achievements of poverty alleviation, and supporting rural revitalization.
