On November 18, the completion and commissioning ceremony was held for the 2-million-kilowatt photovoltaic project in Hebukesaier County, Tacheng, Xinjiang, in which Shanghai Electric Power Construction participated.

The project is located in Hefeng Industrial Park, Hebukesaier Mongol Autonomous County, Tacheng Prefecture, Xinjiang Uygur Autonomous Region, and is a core component of the key projects under Xinjiang's 14th Five-Year Plan for new energy. As the largest single-phase photovoltaic project in Tacheng Prefecture, it covers an area of approximately 70,594 mu, with an installed capacity of 2 million kilowatts and an energy storage capacity of 200 MW/400 MWh. Two new 220 kV collector stations were built, and the project is connected to the 750 kV Tacheng substation via two 220 kV lines. The project innovatively adopts a "photovoltaic + ecological governance" model, organically combining clean energy development with desertification control and setting a new benchmark for the coordinated development of ecology and energy in the Gobi region.

The project team fully carried forward the corporate spirit of "relentless self-improvement and the courage to surpass," and in the face of multiple challenges—including a tight schedule, heavy tasks, a complex regional environment, and frequent extreme weather—established a refined management system of "overall planning + dynamic adjustment." Through a full-process implementation plan covering task breakdown, material support, and personnel deployment, it ensured orderly progress of construction and completed the construction task with high quality within six months. At the same time, the project consistently upheld the philosophy of "build in one place, benefit one place," adopting a model of "local employment + local procurement" that effectively boosted local employment and economic development, demonstrating with concrete actions the responsibility and commitment of a central state-owned enterprise.

It is reported that after the project is fully operational, it is expected to provide the grid with approximately 3.2 billion kWh of clean electricity annually, save about 970,000 tons of standard coal, and reduce carbon dioxide emissions by about 2 million tons. This emissions reduction is equivalent to planting a forest of 82,000 mu in the Gobi, delivering sound economic and environmental benefits and playing an important role in the green development of the local economy and in driving regional economic transformation and upgrading.
