In the early hours of November 16 local time, the Innocência Substation Reactor Expansion Project in Brazil, built by PowerChina under the EPC general contracting model, was successfully energized and put into operation, delivered one month ahead of the contractual schedule. The achievement of this important milestone not only demonstrates the PowerChina team's professional engineering execution capability and efficient project management, but also injects strong new momentum into regional power security, providing robust support for local industrial upgrading, livelihood improvement and energy transition.

The project is located in Innocência, a city in Mato Grosso do Sul, an important agricultural region of Brazil, where stable power supply is a key support for the large-scale development of regional industries. Based on the existing substation, the expansion added a set of 230 kV–3×50 MVAr reactors and their incoming feeder bays. As core equipment for regulating power system voltage and stabilizing current in a substation, the reactor expansion can significantly enhance the substation's transmission capacity and supply stability, effectively averting outages and voltage instability caused by peak demand or equipment aging, and reducing the losses that outages bring to industrial production and residents' daily life.

During construction, in the face of challenges such as a tight schedule, long transport distances and complex local coordination, the project team adhered to high standards and strict requirements and deepened localized operations. By extensively hiring locally registered engineers and professionals, it built a stable and efficient local management and construction team; the Chinese team focused on the core functions of overall decision-making and resource allocation, while Brazilian executives and employees played key roles in construction organization, technical support, and safety and quality control. This approach not only fully achieved the localization goals but also reserves solid local talent for the company's continued expansion in the Brazilian market and consolidates the foundation for localized operations.

While advancing the project with high quality, the project team remained committed to local integration and actively fulfilled its social responsibilities, creating jobs in construction, equipment installation and other fields, effectively driving local labor export and the development of the service industry, and bringing sustainable economic vitality and social benefits to Innocência. The smooth commissioning of the project not only significantly optimizes the power supply pattern of Mato Grosso do Sul and strengthens the cornerstone of regional energy security, but also vividly demonstrates PowerChina's sense of responsibility and practical strength in deepening local cooperation and upholding the concept of joint contribution and shared benefits in overseas project construction.

It is worth noting that the commissioning coincided with the critical period when the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) is being held in Brazil, and the project's green practices are highly consistent with COP30's core themes of climate action and energy transition. As an important part of Brazil's energy infrastructure upgrading, the Innocência Substation Reactor Expansion Project, by improving the stability and transmission efficiency of the power system, can not only reduce energy waste caused by supply fluctuations but also lay a solid foundation for the local grid to subsequently accommodate green renewable energy such as solar power—a vivid embodiment of Brazil's goals under the COP30 agenda of advancing "clean energy substitution" and "energy system optimization." Taking engineering construction as a bond, PowerChina translates the macro vision of global climate governance into concrete localized actions, contributing PowerChina's strength to Brazil's implementation of its COP30 climate commitments and its achievement of more efficient, safer and more sustainable energy development.
