Recently, the Benin Cotton Road Project was recognized as an "Outstanding Overseas Security Practice Case of 2025" at the 2025 Global Public Security Cooperation Forum (Lianyungang) Conference.

The Benin Cotton Road Project has a total length of 184.4 kilometers, running from Djougou in the Collines Department of Benin in the south to near the Niger border in the north, located in the Sahel region of West Africa. The LOT1 Djougou–Péhunco road project undertaken by Sinohydro Bureau 5 Co., Ltd. has its main line starting in Djougou and ending in Péhunco, with a total length of 72.478 kilometers. The project area faces relatively severe non-traditional security challenges.

During construction, the Benin project consistently upheld the philosophy of "life first, safe development," earnestly implemented the company's spirit of safeguarding security interests of overseas projects, and scientifically formulated security plans in light of the project environment and local conditions. It consistently adhered to the overall security prevention principle of "prevention first, tiered control." In building the security prevention system, it carefully established a three-tier security prevention system and, based on security risk assessments, precisely divided the project area into the core zone, controlled zone, and early-warning zone. The successful establishment of this system significantly enhanced the project's overall prevention capability, with the incidence of various security incidents dropping sharply by 60% year on year, providing solid and strong guarantees for the smooth implementation of the project.

The Benin Cotton Road Project is a section of an important transportation hub in Benin's cotton-producing region. Upon completion, the project will significantly promote Benin's economic and social development, improve people's livelihoods, and strengthen regional connectivity. The project not only demonstrates the Benin government's commitment to agricultural development but also carries local residents' earnest hopes for improved livelihoods.
