Recently, the Laluo Water Conservancy Hub and Supporting Irrigation District Project, the largest water conservancy project in Tibet's history in terms of investment and the most remarkable in comprehensive benefits, jointly constructed by the Hydropower Foundation Bureau, Hydropower Sixth Bureau, and Hydropower Eighth Bureau under Power Construction Corporation of China (PowerChina), successfully passed the completion acceptance presided over by the Ministry of Water Resources. This marks the project's full entry into operation, bringing a steady stream of "development water" to the Qinghai-Tibet Plateau.
The Laluo Water Conservancy Hub and Supporting Irrigation District Project is a key project of the national "12th Five-Year Plan," one of the 172 major water-saving and water-supply projects designated by the State Council, and the largest water conservancy project in terms of investment in Tibet's water conservancy development history. The project focuses primarily on irrigation while also accommodating water supply, power generation, and flood control, and promotes improvement of the regional ecological environment. The reservoir has a total storage capacity of 296.5 million cubic meters, the hydropower station has a total installed capacity of 42 megawatts, and the designed irrigation area is 453,900 mu. The builders from PowerChina's Hydropower Foundation Bureau, Hydropower Sixth Bureau, and Hydropower Eighth Bureau carried forward the spirit of arduous struggle, overcame the extreme high-altitude environment of 4,300 meters—lacking oxygen but not spirit—and, while ensuring quality and safety, innovatively applied "smart dam" management technology to smoothly complete construction tasks including the hub dam, hydropower station, Deluo water diversion tunnel, Beiqiong tunnel, and part of the irrigation district works, laying an important foundation for the project's full operation.
Since trial operation began in 2021, the Laluo Water Conservancy Hub and Supporting Irrigation District Project has given full play to its backbone role, cumulatively supplying 530 million cubic meters of water to the four major irrigation districts of Shengezi, Chexiu, Qumei, and Nirixiong as well as to the Zhufeng Cultural and Creative Park in Shigatse City. It irrigates 210,900 mu of cultivated land annually, and the survival rate of afforestation in the irrigation district has increased from 65% before water supply to over 85%. The flood control standards of important downstream townships have been further improved. Its important component, the Laluo Hydropower Station, was connected to the grid for power generation at the end of December 2020. As of the end of September 2025, it had cumulatively generated 457 million kilowatt-hours of electricity and supplied 427 million kilowatt-hours of clean energy to the Central Tibet Power Grid, becoming an important supporting power source for the grid. In January 2023, the project was successfully selected for the "People's Water Governance · Century of Achievements" water governance project list.
