On October 31, the first batch of units of the Ningxia Zhongwei 3-million-kilowatt photovoltaic base EPC general contracting project, the largest single photovoltaic base project in China led by Beijing Institute, was connected to the grid and began generating electricity. It will inject strong momentum into clean energy supply in the Northwest region and turn the Gobi desert into a "green power heart."
The project is located in Changle Town, Shapotou District, Zhongwei City, Ningxia Hui Autonomous Region, with a total land area of 117,890 mu, a total investment of 10.1 billion yuan, and a total installed capacity of 3 million kilowatts. A total of 5.43 million monocrystalline silicon photovoltaic modules and 995 box-type transformers have been installed.
During the construction of the project, in the face of multiple challenges such as a tight schedule, limited transportation, heavy pressure on material supply, and high management complexity, Beijing Institute adhered to systematic planning and precise measures, actively promoted management innovation, process optimization, and resource integration, and built an efficient collaborative mechanism, effectively ensuring orderly linkage of all stages and steady progress of overall work.
In terms of Party building leadership, the project established a Party branch immediately, formed a Party member commando team, and designated Party member responsibility areas, promoting Party organizations to take root at the project frontline and Party members to charge ahead, providing strong organizational guarantees for high-quality and efficient project advancement.
In terms of management innovation, the project piloted a subcontracting model with gradual release of 50-megawatt plots, achieving precise deployment and efficient turnover of construction resources; innovatively implemented a warehousing management model, creating a "supermarket-style" warehousing model coordinated between the project department and manufacturers, with clear material classification and labeling, enabling "one-stop" precise material collection, greatly improving allocation efficiency and reducing management costs; fully implemented refined management tools, setting up a dedicated QR code for each set of photovoltaic supports to make construction information fully traceable, and established a "process observation area," effectively improving the first-time pass rate of installation quality.
In terms of technological empowerment, intelligent equipment such as hoisting drones was introduced to improve operational efficiency under complex terrain conditions; the "Zhongwei Digital Construction Platform" was developed, integrating multiple functions such as offline check-in, progress dashboards, environmental warnings, and equipment management, effectively solving management difficulties caused by vast construction areas and insufficient network coverage, and ensuring the project is controllable and efficiently advanced throughout.
The Zhongwei project is a key construction project of the Ningxia Autonomous Region for 2025, one of the core projects of the national "14th Five-Year Plan" large-scale clean energy base in desert, Gobi, and arid areas, and a model project for new energy export bases. The smooth commissioning of the project not only provides solid energy guarantees for the sustainable economic and social development of the local area, but also injects new vitality into the energy structure adjustment, industrial structure transformation and upgrading, and ecological environment improvement of the Ningxia region.
After the project is fully connected to the grid, the annual cumulative power generation will reach 5.78 billion kilowatt-hours, and it can reduce carbon dioxide emissions by 4.66 million tons, sulfur dioxide by 33,900 tons, and nitrogen oxides by 50,000 tons each year, providing about 1,500 jobs for the local area. It is of great significance for stimulating new momentum in Ningxia's economic development and helping achieve the "dual carbon" goals.
