On October 24, 2025, the Expert Committee of the China Machinery Industry Federation (hereinafter referred to as the Expert Committee) organized a special seminar in Beijing on the "14th Five-Year Plan" Development Outline for the Machinery Industry (hereinafter referred to as the Outline). Xu Niansha, President of the China Machinery Industry Federation and Director of the Expert Committee, attended and delivered a speech.

The meeting was chaired by Luo Junjie, Vice President of the China Machinery Industry Federation and Deputy Director of the Expert Committee. Federation leaders including Vice President Song Zhiming, Chief Engineer Li Yanxia, and Chief Economist She Weizhen attended the meeting. Chen Bin, Deputy Director of the Expert Committee; Cai Weici, Zhao Wencheng, Yu Qingji, Yang Xuetong, and Zhang Kelin, Special Members of the Expert Committee; Qu Xianming, former Vice President of the China Academy of Machinery Science and Technology; Ji Xuecheng, Chairman of the Machinery Industry Planning and Research Institute; Li Yaping, former Vice President of the China Academy of Machinery Science and Technology; and Teng Xingjun, Deputy Secretary-General of the China Machinery Industry Enterprise Management Association, among other committee experts, attended and spoke at the meeting.

During the meeting, the participating experts thoroughly studied the important spirit of the Communiqué of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. The Planning Drafting Office reported on the phased achievements of the "15th Five-Year Plan" drafting work and the core content of the draft Outline. The participating experts unanimously agreed that the Outline has clear logic, a complete framework, and comprehensive content, and basically conforms to the actual development of the industry. They suggested that subsequent revisions should incorporate the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the requirements of the latest national policy documents, and continue to revise and improve the guiding ideology, development goals, key tasks, and policy recommendations, so as to further reflect the development characteristics of the machinery industry and ensure that the priorities are prominent, the path is clear, and the measures are feasible.

Prior to the meeting, the participating experts had conducted in-depth study and made thorough preparations regarding the draft Outline. During the discussion, the experts, drawing on their professional strengths and rich industry practice experience, conducted precise diagnosis and in-depth discussion on aspects such as the development achievements, existing problems, facing situation, global position, and challenges of the machinery industry. At the same time, focusing on how to take the development of new quality productive forces and the advancement of new industrialization as key levers during the "15th Five-Year Plan" period to promote the machinery industry's strategic goals of steady growth, transformation, and internationalization, they put forward many pragmatic and feasible valuable suggestions based on their professional strengths and practical experience.

In his remarks, President Xu Niansha emphasized the important significance of doing a good job in drafting the "15th Five-Year Plan" for the machinery industry, and pointed out that the content of the plan should closely revolve around the various work deployments of relevant government departments, while also aligning with local development strategies and, more importantly, meeting the development demands of industry enterprises, so as to produce a high-quality, high-level, and practical plan.

Relevant responsible comrades from the International Cooperation Department, Science and Technology Work Department, Statistics and Information Department, and Industry Development Department of the China Machinery Industry Federation attended the meeting.
