On October 26-27, 2025, Cai Wei, National Outstanding Engineer, Academician of the Russian Academy of Engineering, and founder of Jing-Jin Electric, along with Professors Zhou Minghao and Hou Jiatong of Harbin University of Science and Technology, visited Zhengfang Hetai for inspection and exchange. Chairman Ma Fengke, General Manager Liu Xikang, and Technical Director Liu Bin accompanied them.

During the meeting, Academician Cai Wei listened to a report by General Manager Liu Xikang of Zhengfang Hetai on the company profile, new product R&D, corporate culture, and other aspects. Subsequently, Chairman Ma Fengke of Zhengfang Hetai extended a warm welcome to Academician Cai Wei and the two professors from Harbin University of Science and Technology, and discussed with Academician Cai Wei the technical difficulties currently facing Chinese commercial vehicle axles, including vibration, noise, motor overheating, and coordinated control. Academician Cai Wei pointed out that most electric vehicles on the market are still based on centralized drive, and distributed electric drive systems have not yet achieved large-scale production, but this is the trend of drive electrification development. He stated that the three key components of electric vehicles—the motor, the electric drive system, and the power electronic controller—must be continuously optimized to improve efficiency and reduce weight. Currently, Shandong Province is vigorously promoting the development of the high-end equipment manufacturing industry and the new energy industry. Zhengfang Hetai's technical direction is highly consistent with Shandong Province's industrial development strategy. He hopes the company will continue to increase R&D investment, continuously overcome key core technologies, accelerate the transformation of scientific and technological achievements, further expand application scenarios, and contribute more to the high-quality development of the local economy.

General Manager Liu Xikang explained to Academician Cai Wei the new products displayed in the exhibition hall, including the 210-ton electric drive, full-steering independent suspension electric drive axle, the AI algorithm full-lifecycle health management electric drive axle system assembly, and the smart axle for military transport vehicles. Academician Cai Wei and the professors from Harbin University of Science and Technology affirmed Zhengfang Hetai's series of strategic planning innovations in technological innovation, enterprise growth, R&D cycles, and quality control.

Zhengfang Hetai and the team of Cai Wei, Academician of the Russian Academy of Engineering and Professor at Harbin University of Science and Technology, reached cooperation projects on free switching under complex working conditions for green, low-carbon oil-electric new energy off-highway transportation, coordinated control of distributed drive machinery and electric safety braking and energy recovery, and R&D of new high-power motors. Through the long-term planning of the off-campus practice base of Harbin University of Science and Technology, Zhengfang Hetai will next establish a studio of the Harbin University of Science and Technology New Energy Power System Assembly Team. According to the strategic goals of the R&D team, it will achieve breakthroughs in solving common industrial problems in the field of new energy off-highway transportation, such as vehicle vibration, noise, motor power, and 5G communication large models.

Cai Wei is a second-tier professor (lifelong honorary professor) at Harbin University of Science and Technology and founder of Jing-Jin Electric (stock code 688280). He is a foreign academician of the Russian Academy of Engineering, a fellow of four international and domestic societies including SAE International, a council member of multiple societies including the China EV100, and deputy director or member of more than 20 special committees. He is a specially appointed expert under high-level talent programs at the national level and in Beijing, Heilongjiang Province, and Shandong Province. He currently serves as a member of the overall expert group and head of the electric drive expert group for the National "14th Five-Year Plan" key R&D program's new energy vehicle key projects. He is the leader of the Heilongjiang Province Leading Goose Team and chief scientist of the Ministry of Education Engineering Research Center for Automotive Electronic Drive Control and System Integration.

Academician Cai Wei holds a Ph.D. from Clarkson University in the United States and has 18 years of academic research and more than 20 years of industry experience in new energy electrical equipment, motor systems, and electric drives, including 14 years of full-time work in European and American academia and industry at the University of Wisconsin, ETH Zurich in Switzerland, Clarkson University, and Remy International. He has presided over and completed more than 20 national "863" projects, key R&D projects, key projects of the Natural Science Foundation, and provincial and ministerial key projects (with fiscal funding amounting to hundreds of millions of yuan). He has achieved outstanding innovative results in electrical engineering, especially in the R&D, design, engineering, and new material application of new energy motors and power electronic systems, including 38 international invention patents, among which he pioneered the globally leading "hairpin" flat-wire winding motor and was the first in China to apply an innovative oil-cooled motor system to vehicles. He has led global electric drive technological progress, product innovation, and education. He has won more than 10 provincial and ministerial science and technology awards (including 5 special and first prizes), the first "National Outstanding Engineer" (81 people nationwide), the sixth "National Outstanding Professional and Technical Talent" (92 people nationwide), Advanced Individual in National Scientific Literacy (205 people nationwide), the ninth "Longjiang Model" of Heilongjiang Province (2 people provincewide), 2015 China Automotive Innovation Person of the Year (1 person nationwide), the PACE Award, the SAE Forest R. McFarland Award, and more than 20 other international and domestic awards.
