On the afternoon of October 15, China Academy of Building Research (CABR) held the 18th session of "CABR Academy", inviting Qiu Baoxing, former Vice Minister of Housing and Urban-Rural Development and academician of the International Eurasian Academy of Sciences, as the keynote speaker. Xu Jiefeng, Party Secretary and Chairman of CABR, Fan Jinlong, Deputy Party Secretary and General Manager, Li Jun, Yin Bo, Mao Junwei, and Sun Jianchao, Deputy General Managers, Xiao Congzhen, Chief Expert, and Huang Shimin, Chief Engineer, attended the event. Xiao Congzhen presided over the event.

Qiu Baoxing provided an in-depth analysis of the impacts of six major uncertainties—including extreme climate, high mobility, and the emergence of new technologies—on urban safety, pointing out that traditional redundancy and contingency plans are difficult to resist "black swan" risks. He noted that resilient city planning should grasp six key elements: subjectivity, diversity, self-maintenance, redundancy, slow-variable management, and identity. Combining practical work such as the renovation of old residential communities and "dual-use for normal and emergency purposes", he proposed ten major steps toward resilient cities, striving to build livable, low-carbon, and resilient future cities.

During the interactive session, audience members actively asked questions and engaged in in-depth exchanges with the expert on hot topics such as implementation paths for resilient cities and supporting policies. Qiu Baoxing answered each question one by one, with clear viewpoints and vivid case studies, drawing frequent applause. The overall atmosphere was lively, and participants expressed that they had gained inspiration and benefits.

At the meeting, Xu Jiefeng presented Qiu Baoxing with an honorary certificate as a "CABR Academy Invited Expert".

This session of the Academy was jointly organized by the Science and Technology Standards Department and the Youth League Committee of CABR. Nearly 200 people attended the event, including principal leaders of secondary units, members of the CABR "15th Five-Year Plan" drafting group, and relevant professionals.
