The Yebatan Hydropower Station is a key project under the national 14th Five-Year Plan, a major project for the "West-East Power Transmission" successor base and the construction of the southwestern hydropower base, located at the border between Baiyu County of Sichuan Province and Gongjue County of the Tibet Autonomous Region. It was planned, demonstrated, surveyed and designed by Chengdu Engineering Corporation under PowerChina; Northwest Engineering Corporation undertook supervision of the main works; and Sinohydro Bureau 4, Bureau 5, Bureau 7, Bureau 9 and Bureau 11 participated in construction.

The station has a total installed capacity of 2.24 million kilowatts, with six Francis turbine-generator units, making it the largest hydropower station by installed capacity in the Sichuan-Tibet section of the upper Jinsha River. The project site has an average altitude of 3,000 meters and is the 7th of 13 cascade hydropower stations on the upper Jinsha River. The underground powerhouse on the right bank has a burial depth of about 480 meters and features complex characteristics summarized as "six highs, four larges and two longs."

The station's hydraulic structures consist of three major systems: a concrete double-curvature arch dam, flood discharge and energy dissipation structures, and water conveyance and power generation structures. The water-retaining structure is a concrete double-curvature arch dam with a maximum dam height of 217 meters, roughly equivalent to a 70-plus-story building. Upon completion, the normal storage level will be 2,889 meters, with a reservoir capacity of 1.08 billion cubic meters, equivalent to the water storage of more than 70 West Lakes in Hangzhou.

Impoundment is the "ultimate test" of project construction. Facing the severe challenge of closing the gates under high water levels and high flow velocities, the PowerChina project management team invited authoritative experts to review the gate-closing plan, conducted desktop sandbox drills for emergency response plans, and used underwater 3D sonar equipment to precisely survey the gate slots and sill, comprehensively ensuring a safe and controllable gate-closing process.

Facing the complex conditions of deep water and high waves at the diversion tunnel outlet, the PowerChina project team adopted an integral one-time lifting of steel caisson structures and underwater concrete pouring technology, rapidly completing cofferdam construction and creating, ahead of schedule, dry-land construction conditions for the temporary diversion tunnel plug. This set a construction record for concrete pouring of a temporary diversion tunnel plug under complex conditions.

After the station is fully operational, it is expected to generate about 10.2 billion kilowatt-hours of electricity annually, saving 3.99 million tons of standard coal and reducing carbon emissions by about 7.37 million tons each year. This is of great significance for optimizing the energy mix, promoting coordinated regional economic and social development, and serving the national "dual carbon" strategy.
