Recently, seven unit works contracted by Sinohydro Foundation Engineering Co., Ltd. — including the right-bank R154–R177 dike body works and hazardous/weak section treatment works and dike-crossing structure works in Faku County of the Liaohe River Mainstream Flood Control Improvement Project (Shenyang Section); the left-bank hazardous/weak section treatment works, dike crest road works, and L147–L177 dike body works of the Shenbei Dike; and the Xiaohezi River (Faku) estuary traffic bridge works — successfully passed the commissioning acceptance organized by the Liaoning Provincial Department of Water Resources and have officially begun to deliver project benefits.

The Liaohe River Mainstream Flood Control Improvement Project is one of the 150 major water conservancy projects under China's 14th Five-Year Plan and an important backbone project of the "Water-Nourished Liaoning" strategy. With a total length of 538 kilometers, the project involves 14 counties (districts) in four cities — Tieling, Shenyang, Anshan, and Panjin. Through new construction and heightening/thickening of dikes, treatment of sandy dikes and sandy foundations, and other measures, it comprehensively improves flood control capacity. It is a pioneering and foundational project for eliminating safety hazards along the Liaohe River dikes, creating the Liaohe River National Park, and realizing Liaoning's "spatial balance" water network plan.

The works contracted by Sinohydro Foundation Engineering Co., Ltd. — Civil Works Package V — are mainly responsible for construction in the Faku County section and the Shenbei New District (including Shifosi) section of the lower Liaohe River, covering dike heightening and thickening, treatment of sandy dikes and sandy foundations, treatment of dike-crossing structures, connection of flood-control roads, construction of tributary estuary bridges, rigid slope protection of dikes, and treatment of hazardous/weak sections. During construction, the project team completed dike heightening and thickening operations on key flood-control facilities of the Liaohe River, including the Liaohe Dike and the Shenbei Dike, and carried out treatment of hazardous sections such as Zhaojiatan, Shifo'er, Gaokan, and Daihuangdi. Currently, two unit works remain pending completion acceptance.

After passing commissioning acceptance, the above seven unit works will officially deliver benefits, which is of great significance for enhancing the overall flood control and flood-fighting capacity along the mainstream of the Liaohe River, safeguarding the lives and property of residents in the region, and supporting the high-quality economic and social development of Shenyang.
