III. Eligible Applicants and Application Requirements
1. Applicants should generally hold a senior professional technical title (associate senior or above), or be researchers or postdoctoral researchers with a doctoral degree from domestic or foreign institutions; outstanding young scientific and technological workers with an intermediate technical title or a master's degree must be recommended in writing by 2 peer experts with senior titles.
2. Applicants must obtain the consent of their affiliated institution before applying. Applicants are encouraged to apply jointly with permanent staff of the Key Laboratory to carry out collaborative research. The Open Fund intends to support researchers outside the institutions constructing the Key Laboratory.
IV. Application Procedures and Instructions
1. After selecting a research direction, applicants shall carefully and truthfully complete the "Open Project Application Form" (see Attachment 1) and the 2025 Application Information Form for Open Projects of the State Key Laboratory of Safety and Resilience of Civil Engineering in Mountain Area (see Attachment 2) in the prescribed format.
2. The "Open Project Application Form" must be reviewed by the applicant's affiliated institution, signed by the institution's leader, and affixed with the institution's official seal before submission.
3. The materials to be submitted include two hard copies of the original application form and one electronic document. The content of the electronic document and the hard-copy application form must be consistent.
4. Regardless of whether the project application is approved or not, all materials will not be returned. Applicants are requested to keep the original application documents themselves.
5. The review, assessment indicators, and management of open projects shall be implemented in accordance with the "Management Measures for Open Projects of the State Key Laboratory of Safety and Resilience of Civil Engineering in Mountain Area (Trial)" (see Attachment 3).
6. The acceptance period for the 2025 Open Fund is from August 25, 2025 to September 25, 2025.
7. After receiving the application materials, the Key Laboratory will organize the review process. Approved projects will be officially established and contracts will be signed; subsequent work requirements will be notified separately.
8. The results obtained from the research of open fund projects shall be jointly shared by the Key Laboratory and the applicants. The project leader shall clearly indicate in published papers and monographs that the work is funded by the Open Fund Project of the State Key Laboratory of Safety and Resilience of Civil Engineering in Mountain Area. The Chinese name of the laboratory is: 山区土木工程安全与韧性全国重点实验室; the English name is: State Key Laboratory of Safety and Resilience of Civil Engineering in Mountain Area. Results not marked in accordance with the regulations will not be accepted in the fund acceptance review.
