On the occasion of the 60th anniversary of the founding of the Tibet Autonomous Region, on August 15, two post-disaster recovery and reconstruction residential housing projects—Nai Village in Guojia Township, Dingjie County, Shigatse City, Tibet, and Xialasu Village (Kangga-Jixiong Village) in Xiqin Township, Lhaze County—funded by Power Construction Corporation of China (POWERCHINA) and constructed by its subsidiary Sinohydro Bureau 9 Co., Ltd., simultaneously held their first batch move-in ceremonies. This marks the important moment when the key administrative villages under unified planning and unified construction for post-disaster recovery and reconstruction following the Dingri earthquake in Tibet, and the pilot demonstration projects donated and built by central state-owned enterprises, officially welcome the realization of the "dream of comfortable living." With the solid achievements of helping with the post-disaster recovery and reconstruction of Dingri, Tibet, POWERCHINA presents a tribute to the 60th anniversary of the founding of the Tibet Autonomous Region.
The projects are respectively located in Kangga Jixiong Village, a natural village of Xialasu Village in Xiqin Township, Lhaze County, and Nai Village in Guojia Township, Dingjie County, Shigatse City, Tibet Autonomous Region. They are key administrative villages under unified planning and unified construction for post-disaster recovery and reconstruction following the 6.8-magnitude Dingri earthquake in Dingjie County and Lhaze County, and pilot demonstration projects donated and built by central state-owned enterprises. The projects require the reconstruction of a total of 43 residential buildings, including the full-village reconstruction of 10 residential buildings in Nai Village, Dingjie County, and the reconstruction of 33 residential buildings in Xialasu Village (Kangga-Jixiong Village), Lhaze County, along with supporting strong- and weak-current electrical works and water supply and drainage works, completion of main and secondary road construction and installation of auxiliary lighting facilities, as well as the creation of threshing grounds, activity plazas, and other production and living areas, comprehensively meeting the production and living needs of the disaster-affected people.
At this housing handover ceremony, all 10 residential buildings in Nai Village, Dingjie County, were delivered as a full-village delivery, and 13 residential buildings in the Lhaze County project were successfully delivered. From the initial drawing of blueprints to the buildings rising from the ground, POWERCHINA has always shouldered its responsibilities as a "pillar of the nation," deeply embedding the people-centered development philosophy throughout the entire project construction process. The POWERCHINA management team has adhered to high quality, high standards, and high efficiency in advancing project performance, stimulating production efficiency through innovative management. By working backward from deadlines and carrying out operations with wall charts, it has strengthened organizational guarantees, standardized on-site management, and comprehensively ensured construction progress. Through labor competitions, it has set off an upsurge of "comparing, learning, catching up, helping, and surpassing," relied on a dynamic resource allocation mechanism to precisely optimize the deployment of personnel, materials, and machinery, and built a multi-party collaboration platform to break down information barriers and improve management and coordination efficiency.
"Letting the people live with peace of mind and comfort" is not only POWERCHINA's construction commitment but also a concrete action driving high-quality project construction. To reduce the impact of construction on villagers' lives, the POWERCHINA management team proactively adjusted working hours, fully assisted villagers in moving materials, demolishing dangerous buildings, and clearing rubble, and resolved livelihood difficulties with thoughtful measures. At the same time, the POWERCHINA management team strictly implemented "whole-process, all-element, and full-chain" management, established a quality traceability system covering all links from material entry to construction techniques, built an intelligent monitoring system and regularly carried out safety education and training, and firmly safeguarded the two defense lines of quality and safety with a "zero tolerance" attitude, making every effort to ensure that the disaster-affected people can return to their warm homes as soon as possible.
Next, POWERCHINA will continue to concentrate efforts and tackle difficulties, accelerate the construction of the remaining houses in Lhaze County, ensure that all disaster-affected people move into new homes, and effectively improve the infrastructure support capacity and public service level of the disaster areas. With the tangible results of high-quality performance, it will strive to improve village appearance, continue to promote employment and income growth, and help the production and living conditions and economic and social development of the disaster areas reach a new level.
