Personal Analysis of "The Impact on Architectural Design Institutes After the Lifting of Purchase Restrictions"

Personal analysis and views, for reference only

With the signals released by the July Central Meeting on real estate and the relaxation of the home purchase restriction policy in August, as a designer, today I will, based on the dual drivers of policy guidance and technological iteration in the real estate industry, and in combination with this year's new policies for the Beijing property market and industry trends, briefly discuss whether most small and medium-sized design institutes can be revitalized?

I. The release of housing demand brings project opportunities

This policy optimized the housing purchase restriction policy, with no limit on the number of commercial housing units purchased outside the Fifth Ring Road, accelerated accumulation of provident fund loan limits, etc. This relaxation is mainly aimed at upgrade demand and single homebuyers, while purchases purely for investment purposes have decreased significantly. In the current market environment, groups with actual housing demand regard quality and standards as the core consideration when choosing homesIf a healthier and more comfortable living environment can be provided to residents, and higher quality advantages are demonstrated in aspects such as green building technology, ultra-low energy near-zero-carbon buildings, pocket parks, and cultural commercial blocks, such projects will naturally become the preferred choice of homebuyers.

The increase in housing demand will drive the development of new green housing projects. Regardingthe new Beijing policy, it is clearly stated that green buildings will be included in the incentive scope of provident fund loans. Three-star green buildings can enjoy a loan limit increase of 300,000 yuan, superimposed with a municipal financial reward of 60 yuan per square meter, forming a dual-wheel drive of "policy + finance." This includes three major areas (ultra-low energy buildings, prefabricated green building materials, and whole-life carbon management). At the same time, the Central Urban Work Conference andBeijing's new "Good Housing" planning policy, clearly encourage three major design innovation directions (refer to Beijing Municipal Planning and Natural Resources).

II. How can architectural design institutes "break through the dilemma"?

Even if the real estate market recovers somewhat, competition in the architectural design industry remains fierce. Numerous architectural design institutes will compete for limited project resources, making it difficult for them to achieve substantial profit growth even if business volume increases, and impossible to fundamentally revitalize their operating conditions. Personally, I believe the only way is to"break through."

"Breaking through"means promoting diversified business in the long run: with the announcement of major national engineering projects and the successive introduction of policies, architectural design institutes need to expand into more related businesses for development, such ashorizontal development:old residential community renovation, green buildings, intelligent buildings, ultra-low energy and zero-carbon buildings, etc.;supporting improvements(cultural blocks, urban pocket parks, rescue and medical care, emergency shelters, public fitness, etc.).vertical development:that is, transitioning from civil buildings to industrial buildings (such as petroleum, railway, highway, mining, water conservancy, etc.), and also adding inspection and appraisal of existing buildings, reinforcement and renovation, etc. Therefore, "breaking through" has become an important trend.

III. Transformation path: capability transfer and breakthrough from civil to industrial buildings

1. Petrochemical design: green and modular transformation

Policy drivers:The national "dual carbon" goals require a 20% reduction in carbon emission intensity of oil extraction (by 2025) and a 15% improvement in energy efficiency of refining and chemical projects, creating demand for green process design.

Technical entry points:

Modular design:Split drilling platforms and refining units into standardized modules (such as 30 ft × 10 ft units), transport them to the site for assembly, and shorten the construction period by 40% (refer to the Jubail petrochemical project in Saudi Arabia, where the proportion of modular design participation by Chinese design institutes increased to 35%).
Carbon capture and utilization (CCUS) integration: embed carbon injection systems in oilfield design. A project in Daqing Oilfield increased carbon storage efficiency by 25% through design optimization, reducing CO₂ emissions by 800,000 tons per year.
Data support:In 2024, the market size of green transformation design for petrochemicals exceeded 80 billion yuan, and the growth rate is expected to reach 15% in 2025. Design institutes with CCUS design capabilities enjoy an order premium rate of 10%-15%.

2. Railway building design: intelligent and cross-modal coordination

Market opportunities:The nationalMedium- and Long-Term Railway Network Planclearly sets the goal of 70,000 kilometers of high-speed rail by 2035, of which intelligent high-speed rail (autonomous driving, digital twins) accounts for more than 50%. Design demand is concentrated in three major areas:

Track structure innovation:Optimization of CRTS III slab ballastless track design (concrete strength ≥ C50, flatness error ≤ 3 mm). A section of the Beijing-Shanghai High-Speed Railway extended track life from 60 years to 80 years through design improvements.
Station-city integration:Three-dimensional connection design between railway stations and commercial, office, and residential spaces. The Chengdu Tianfu Station project achieved a docking error of ≤ 5 mm between the station building and surrounding property pipelines through BIM collaborative design, increasing passenger evacuation efficiency by 30%.
Embedding of intelligent operation and maintenance systems:Reserve sensor interfaces during the design stage (one displacement monitoring point every 50 meters of track). A section of the Shanghai-Kunming High-Speed Railway achieved a fault warning accuracy of 92% through a digital twin model.

Transformation advantages:BIM collaboration and space optimization experience accumulated in civil buildings can be transferred to station building design. Professional qualifications in track engineering and signal systems need to be supplemented (currently, less than 10% of civil design institutes nationwide have Grade A railway design qualifications).

3. Highway design: intelligentization and ecological integration

Policy orientation:During the 14th Five-Year Plan, highway investment has shifted toward "smart transportation." In 2024, the market size of smart highway design reached 65 billion yuan, a year-on-year increase of 22%. Core needs include:
Autonomous driving dedicated lane design:Lane width increased to 3.75 meters (traditional 3.5 meters), and the pavement uses modified asphalt (skid resistance coefficient ≥ 70 BPN). A section of the Beijing-Xiong'an Expressway achieved L4 autonomous driving support through design, with vehicle-road coordination response delay ≤ 50 ms.

Ecological slope treatment:Using three-dimensional vegetation nets + external soil spray seeding technology (grass-to-shrub ratio 7:3). The design for the Tibet section of the Beijing-Tibet Expressway increased slope greening rate from 60% to 90% and reduced soil erosion by 75%.
Data comparison:The gross margin of traditional highway design is about 18%, while that of smart highway design reaches 25%-30%. Design institutes with ecological design capabilities increase their bid-winning rate by 20 percentage points.

4. Mine construction design: green and intelligent transformation

Transformation opportunities:60% of the country's existing mines need green transformation (2025 deadline), and design demand focuses on the entire "mining-restoration" process:
Backfill mining method optimization: design paste backfill systems (concentration ≥ 75%). A gold mine project in Shandong increased slag utilization from 30% to 90% through this design, with surface subsidence controlled within 20 mm.
Mine reclamation planning:Adopting a composite model of "terraces + trees, shrubs, and grass." The design for the Datong coal mining area in Shanxi achieved a reclaimed land utilization rate of 85%, increasing annual income per mu to 3,000 yuan (traditional wasteland is less than 500 yuan).
Technology transfer:Experience in foundation pit support and earthwork balance from civil buildings can be used for mine slope stability design, but specialized technologies such as blasting parameters (such as hole spacing error ≤ 5 cm) and mine pressure monitoring must be mastered.

5. Water conservancy projects (taking the Medog Hydropower Station as an example): technical breakthroughs under extreme conditions

Project particularity:The Medog Hydropower Station is located in the Yarlung Tsangpo Grand Canyon, at an altitude of 1,200-3,000 meters, with seismic intensity of IX degrees and annual rainfall exceeding 5,000 mm. The design needs to break through many difficulties such as:high-head dam design, geological disaster prevention and control, and ecological flow assurance.
Industry value: The design technology for such super-large water conservancy projects can be extended to projects in the Lancang River and Nu River basins. There are more than 20 large hydropower stations under construction or planned nationwide, with a design market size exceeding 50 billion yuan.

IV. Summary

The transformation of civil architectural design institutes toward the industrial field is both an inevitable choice in response to differentiated market growth and a strategic opportunity for upgrading technical capabilities. From the data, the growth rate of the industrial building design market in 2024 (7.5%) is more than twice that of civil buildings (3.5%), among which the green and intelligent fields grew by more than 15%. The key to transformation lies in: based on BIM collaboration and space optimization capabilities in the civil field, quickly filling gaps in industrial processes and special engineering technologies, and entering tracks such as petroleum, railway, and water conservancy through qualification upgrades and enterprise cooperation. In the next 3-5 years, design institutes with "civil + industrial" dual-wheel drive capabilities will occupy a core position in industry integration and achieve a role leap from "real estate supporting service provider" to "builder of major national projects."
