The "Three Firsts and Two News" is a special recognition system formulated by the Jiangsu Provincial Department of Industry and Information Technology to promote the R&D and application of new technologies and products. The "Three Firsts" refer to first-set equipment, first-batch new materials, and first-version software, among which first-set equipment refers to high-end equipment that fills a gap domestically or within the province; the "Two News" refers to new technologies and products other than the "Three Firsts," which are innovative and have market potential.
