From July 26 to 27, the CCCC Group and China Communications Construction Company (CCCC) 2025 First-Half Production and Operation Work Conference was held at the CCCC Building. The main tasks of the conference were to uphold Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, resolutely implement the spirit of the Central Committee and the requirements of the seminar for heads of central enterprises and the special meeting on deepening inspection and audit rectification of central construction enterprises, summarize first-half work, analyze the situation and problems, clarify the direction and key tasks for the next stage, further unify thinking and action, and mobilize and guide the broad ranks of cadres and employees to maintain strategic resolve, harbor bright hopes, highlight value creation, and continue to strive tenaciously, so as to fully accomplish the annual tasks and the goals of the 14th Five-Year Plan and jointly write a new chapter of high-quality development for CCCC Group in the new era.

Relevant leaders from the Eighth Enterprise Audit Bureau of the National Audit Office attended the meeting to provide guidance. Song Hailiang, Secretary of the Party Committee and Chairman of the company, conveyed at the meeting the spirit of the seminar for heads of central enterprises held by the State-owned Assets Supervision and Administration Commission of the State Council, and delivered a speech entitled "Maintain Strategic Resolve, Harbor Bright Hopes, Focus on Value Creation, Continue to Strive Tenaciously, and Jointly Write a New Chapter of High-Quality Development in the New Era." Zhang Bingnan, Deputy Secretary of the Party Committee, Director, and General Manager of the company, delivered a work report entitled "Firm Confidence, Overcome Difficulties, Strengthen Execution, Prevent Risks, and Go All Out to Complete the Annual Targets and Tasks with High Quality." Company leaders Liu Xiang, Min Zhule, Pei Minshan, Chen Zhong, Liu Chengyun, Liu Zhengchang, Yang Yisheng, Yang Zhichao, and Sun Liqiang, as well as external directors Liu Maoxun, Li Yueping, Liu Hui, Wu Guangqi, and Zhou Xiaowen, attended the meeting.

Song Hailiang pointed out that since the beginning of this year, the construction industry has continued to decline, the company has faced overlapping tasks, intertwined difficulties, and frequent corruption problems, yet the broad ranks of cadres and employees have shouldered heavy burdens and forged ahead against difficulties. The overall development trend has remained basically stable, key work has achieved practical results, there has been a sense of responsibility in serving national strategies, concrete action in stabilizing production and operation, highlights in promoting transformation and upgrading, progress in deepening systemic reform, and practical measures in continuing to strengthen the roots and forge the soul. Looking to the future, we must draw strength for progress and grasp the laws of development from historical experience, fine traditions, and the characteristics of the times, and resolutely achieve the "six firm grasps and upholdings." We must fully inherit and carry forward the "ten core advantages" of CCCC Group and firmly safeguard this greatest foundation and greatest source of confidence; deeply understand the "six bottleneck problems" and achieve a clear understanding of the baseline and a clear definition of the bottom line; actively seize the "six major opportunities" and win strategic initiative in breaking through difficulties by leveraging the situation, seeking opportunities in crisis, and turning crisis into opportunity; accelerate the realization of the "six major transformations" and promote all-round change, systematic reshaping, and holistic reconstruction of the enterprise; and coordinate the handling of the "six major relationships" to grasp the laws of development, strengthen systematic thinking, and achieve coordinated progress.

Song Hailiang required that we must hold firmly to the annual targets without relaxation, clarify responsibilities, work backward from deadlines, chart the course for action, and vigorously pursue implementation, so as to ensure completion of the annual tasks and the goals of the 14th Five-Year Plan. We must firmly adhere to the "six major orientations," deeply grasp and address the "six eternal strategic issues," and make coordinated plans and effectively implement the "six major articles," laying a solid foundation for fully opening up high-quality development during the 15th Five-Year Plan and even a longer period in the future. First, enhance the "three political capacities" and strive to do a good job in the major article of "comprehensively strengthening Party leadership and Party building." Second, highlight value creation and strive to do a good job in the major article of "comprehensively accelerating high-quality development." Third, highlight reform empowerment and strive to do a good job in the major article of "comprehensively deepening systemic reform." Fourth, centering on the goals of "three highs, two lows, and three strengths," strive to do a good job in the major article of "comprehensively strengthening systematic and scientific management." Fifth, vigorously develop new quality productive forces and strive to do a good job in the major article of "comprehensively accelerating innovation and transformation." Sixth, continue to strive tenaciously and strive to do a good job in the major article of "comprehensively reshaping an excellent culture and ecosystem."

Song Hailiang emphasized that once the strategic direction, work objectives, and key tasks are determined, the most critical thing is "with what attitude, in what state, and with what ideas and measures" to pursue implementation. High-quality implementation must anchor on the goals without slackening, enhance the consciousness of "tenacious struggle and achieving good results through good work," and further unify thinking and action; high-quality implementation must take the overall situation into account and grasp the key, calibrate the target of "tenacious struggle and achieving good results through good work," and focus efforts with precise measures; high-quality implementation must uphold integrity and innovate with action, strengthen the practical effectiveness of "tenacious struggle and achieving good results through good work," and go all out to deliver an excellent answer sheet of high-quality development.

Zhang Bingnan required that in the second half of the year, the entire company must thoroughly implement the spirit of the seminar for heads of central enterprises, focus on enhancing the "five values," closely track the assessment indicators of "one profit and five rates," strengthen guidance, stabilize growth, and optimize reform around the "six major orientations," and anchor on the "six major problems" to strengthen innovation, refine management, and control risks. Focusing on doing a good job in the "six major articles," we must unswervingly promote high-quality development and go all out to complete the annual targets and tasks with high quality. We must further concentrate on improving operational efficiency and complete the annual targets with more solid measures; deepen reform and tackle difficulties, and optimize resource allocation with greater intensity; enhance innovation momentum and cultivate new quality productive forces at a faster pace; strengthen management efficiency and improve quality and efficiency with better mechanisms; strengthen risk control and ensure the steady operation of the enterprise with stricter requirements; and strengthen Party building guidance and purify the political ecosystem with greater determination.

Group discussions were also held during the conference. Everyone agreed that this conference had a clear theme, rich content, and was pragmatic and efficient; it focused on "how to view, how to handle, and how to act" in response to the concerns of all parties, achieving the effect of stabilizing people's hearts, strengthening confidence, clarifying direction, and planning for the long term. It was an important conference that united hearts and gathered strength, set the banner and direction, and promoted unity and progress; a series of new concepts, new strategies, new ideas, and new measures aroused widespread resonance and pointed out the direction and path for the high-quality development of the Group in the new stage and on the new journey.

At the meeting, Liu Zhengchang, Member of the Standing Committee of the Party Committee and Chief Accountant of the company, reported on the analysis of the company's economic indicators in the first half of the year. The meeting commended the company's 2024 quality and efficiency outstanding enterprises, TOP 20 third-level engineering companies, and outstanding scientific and technological innovation enterprises.

The meeting was held in the format of "on-site + video + Jiaojian Tong live broadcast." Leaders at or above the level of department heads of the company and members of the leadership teams of all units attended the meeting at the main venue and video sub-venues respectively, and the broad ranks of employees watched via the Jiaojian Tong live broadcast.
