On June 30, 2025, the 220 kV China-Saudi Arabia Substation and supporting line works of the Fujian Gulei 1.5 million tons/year ethylene and downstream deep-processing complex project—a major strategic project of "Belt and Road" international production capacity cooperation—contracted on an EPC basis by Fujian Institute, successfully achieved mechanical completion.
Forging ahead with dedication to our original aspiration, we present achievements as a tribute to July 1st. The Fujian China-Saudi Gulei Ethylene Project is a major strategic project for the nation to promote high-quality development of the petrochemical industry, deepen the comprehensive strategic partnership between China and Saudi Arabia, and further advance "Belt and Road" international production capacity cooperation. It carries the epochal mission of driving local economic takeoff, optimizing the energy structure, and safeguarding national energy security. As the "energy artery" of the entire petrochemical project, the smooth mechanical completion of the 220 kV main substation project has laid a solid energy security foundation for the full commissioning and operation of the project. It is a striving scroll that Fujian Institute, with mountains and rivers as the canvas and real achievements as the ink, has dedicated to the 104th anniversary of the founding of the Party.
Craftsmanship forges the energy artery of the petrochemical industry; professionalism empowers a new chapter of China-Saudi win-win cooperation. As the project's EPC contractor and design unit, since the project's launch, Fujian Institute has, with a high sense of political responsibility and historical mission, swiftly assembled management teams and technical forces, deploying its elite staff fully to ensure high-quality project advancement. On the design side, it has fully leveraged its technical advantages, upholding the philosophy of "enterprising and striving, taking responsibility and collaborating, starting from needs, ending in satisfaction," overcoming difficulties and pooling efforts, and widely applying 3D design and BIM technology for collaborative optimization, laying a solid foundation for building a modern, intelligent substation. On the EPC side, it adheres to "customer first, technology as the foundation, innovation, trust, and win-win," with scientific coordination and refined management. Facing severe challenges such as a tight schedule, heavy tasks, extensive cross-operation, and high safety pressure, the project team and all participating parties have united in sincerity and collaborated closely. With the spirit of "especially able to endure hardship, especially able to fight, especially able to dedicate," they overcame numerous difficulties, including labor shortages during the Spring Festival holiday and rainfall affecting construction, firmly held the safety bottom line, and achieved "zero accidents" in safety production throughout the process; strictly controlled the quality lifeline to ensure the project can withstand the test of history; and raced against time and optimized organization to ensure the project advanced steadily according to planned milestones.
The ink has hardly dried before the wind stirs; turning to a new chapter, awaiting the ink to deepen. Mechanical completion is not a terminal milestone but a new starting point for sprinting toward final victory. The subsequent tasks of system commissioning and power transmission and energization remain arduous, and standards must not be lowered in the slightest. Only by being prudent to the end can we achieve a perfect conclusion. The project team will, with even greater enthusiasm and a more rigorous attitude, fully carry out the follow-up work, ensuring precise and efficient commissioning, thorough elimination of defects, and smooth acceptance, ultimately achieving safe, reliable, and zero-defect commissioning of the substation. We will continue to carry forward the spirit of striving, and with an energetic and enterprising mental state, ensure the project advances with high quality and high efficiency, contributing our own strength to the company's high-quality development.
