据市建交委副巡视员裴晓所做的主题报告介绍，到2010年，本市民用建筑总面积已经达到7.3亿平方米，其中居住建筑占到73%，公共建筑占到27%。为放缓建筑用能的增长速度，实现“十二五”全市楼宇能耗总量控制目标，本市正在或将采取十大措施予以改善：新建建筑全面执行更高节能标准；稳步全面推进既有建筑节能改造；加强大型公共建筑用能监管；加大可再生能源在建筑中的应用；推广与合理使用家用节能电器；推广应用建筑遮阳隔热技术；绿色建筑推广；低碳城区实践；建筑施工降耗；建设城市级建筑节能信息平台。
