Recently, the Provincial Department of Housing and Urban-Rural Development issued the Guiding Opinions on Strengthening Spatial Control and Shaping County Seat Landscape Features, stating that all counties (cities) should launch the compilation of overall county seat urban design in sync with the urban-rural master plan and complete it by the end of 2013. Regarding skyline control, the opinions require that, apart from architectural landscape landmarks, general buildings should preferably be controlled below 18 stories, and architectural landscape landmarks should preferably not exceed 100 meters.

According to the introduction, the main content of the overall county seat urban design includes proposing goals, principles and countermeasures for environmental renovation of major functional areas such as residential areas, central business districts, industrial zones, cultural and entertainment areas, and education and research areas. At the same time, it clarifies urban landscape features and determines the overall framework of landscape structure and characteristic spaces. Based on the behavioral characteristics and distribution patterns of various human activities such as urban recreation, fitness, culture and entertainment, it determines the nature, content and scale of social activities in urban public spaces.

Control of land development intensity. Reasonably determine indicators such as floor area ratio, building density, building height and building mass, avoid high-intensity and high-density development and construction, and ensure county seat landscape features and a pleasant scale. Among them, residential land buildings should mainly be multi-story and small high-rise, and the floor area ratio should preferably not exceed 2.

Urban color control. Based on the characteristics of the local natural environment, traditional buildings and historical remains, study the characteristics of building colors, focus on strengthening color management of residential buildings, which are large in number and wide in distribution, form an urban color tone, and improve the city's aesthetics and recognizability.
