On June 12, 2025, the press conference and exhibitor preparatory meeting for the China (Beijing) International Construction Machinery, Building Material Machinery and Mining Machinery Exhibition (hereinafter referred to as BICES 2025) was grandly held in Beijing. At the meeting, the President of the China Construction Machinery Association,Su Zimengdelivered a speech titled "The Operation of the Construction Machinery Industry Since 2025 and the Outlook for the Full Year." The following is the transcript of the speech.

Distinguished guests, ladies and gentlemen:

Good morning, everyone!

Welcome to today's BICES 2025 press conference and exhibitor preparatory meeting. First of all, on behalf of the China Construction Machinery Association (hereinafter referred to as the Association) and the BICES organizers, I would like to express our heartfelt thanks to all the guests, exhibitors, visitors and media friends for your long-term care and support for the development of the construction machinery industry and the Beijing BICES exhibition!

Below I will discuss three points regarding the development of construction machinery for your reference.

Since 2025, the construction machinery industry has fully implemented the decisions and arrangements of the CPC Central Committee, better grasped the direction of industry development, actively responded to changes in the domestic and international market environment, sought truth and pragmatism, and worked hard with determination. The entire industry has achieved a number of scientific and technological innovation results, the upgrading of the industrial base and the modernization of the industrial chain have continued to improve, the pace of internationalization has continued to accelerate, and high-quality development has been solidly advanced.

(1) The economic operation of the industry has remained stable and sustained, and the main economic indicators of key member enterprises of the Association have maintained growth.

According to the summary of the Association's flash report data, from January to April 2025, the operating revenue of the key member enterprise groups of the Association remained at a high level, with a cumulative year-on-year increase of 10.1%; total profit increased by 28.5% year on year.

(2) The sales volume of the twelve major categories of main products included in the Association's statistics has generally stabilized and improved steadily.

From January to April, among the 12 major products in the Association's monthly report statistics, 7 achieved positive growth in domestic sales, among which the larger increases were in graders, excavators, loaders, pavers, aerial work platforms and industrial vehicles.

From January to May 2025, a total of 101,716 excavators were sold, a year-on-year increase of 17.4%; of these, domestic sales were 57,501 units, a year-on-year increase of 25.7%.

From January to May 2025, a total of 52,755 loaders of various types were sold, a year-on-year increase of 14.1%. Of these, domestic sales were 29,607 units, a year-on-year increase of 25.4%.

(3) The export value of the construction machinery industry has continued to grow on the basis of the relatively high base of previous years.

According to customs data, from January to April 2025, China's construction machinery import and export trade volume was US$18.947 billion, a year-on-year increase of 8.51%. Of this, imports amounted to US$877 million, a year-on-year decrease of 0.86%; exports amounted to US$18.07 billion, a year-on-year increase of 9.01%.

Calculated on the basis of export value denominated in RMB, the export value in April increased by 13.6% year on year. From January to April, the export value increased by 10.3% year on year.

Cumulative exports of complete machines amounted to US$12.924 billion, a year-on-year increase of 8.45%, accounting for 71.5% of total exports; exports of parts and components amounted to US$5.147 billion, a year-on-year increase of 10.4%, accounting for 28.5% of total exports.

The main products with increased export value from January to April included: crawler excavators, parts and components, elevators and escalators, tower cranes, other cranes, loaders and concrete mixer trucks, etc.

Among exports to the six continents, exports to Africa were US$2.44 billion, a year-on-year increase of 44.6%; Asia US$7.965 billion, a year-on-year increase of 16.1%; South America US$1.989 billion, a year-on-year increase of 14.8%; Oceania US$633 million, a year-on-year increase of 6.94%. Among the six continents, the largest shares of exports were in order: Asia 44.08%, Europe 20.12%, Africa 13.51%, South America 11.01%, North America 7.78%, and Oceania 3.51%.

(4) Innovation and development capacity has been further enhanced, and the industrial structure has continued to be optimized.

The scientific and technological innovation capacity of the entire industry and the transformation of scientific research results have continued to improve, and enterprises' scientific and technological progress has entered the fast lane. While upgrading quality and efficiency in traditional fields, the output capacity of high-end construction machinery has been further enhanced; large, medium, small and micro enterprises have strengthened cooperation for mutual benefit and win-win results; foreign-funded, private and state-owned enterprises have learned from each other and developed together; the development advantages of industrial cluster areas have continued to be brought into play, and the collaborative capacity of industrial clusters has been significantly enhanced.

(5) The industry's transformation toward high-end, intelligent and green development has continued to accelerate, with fruitful results.

In response to new changes in market demand for construction machinery and to meet the different needs of the vast number of users, industry enterprises have continued to fight the tough battle of upgrading the industrial base and modernizing the industrial chain. The output share of major technical equipment and new high-end parts and components has continued to increase, and the transformation toward high-end, intelligent and green development has continued to accelerate.

A number of large and super-large wheeled cranes and crawler cranes, super-large-diameter shield tunneling machines, super-ten-thousand-ton-meter tower cranes, and large excavators, bulldozers, loaders, etc. have been successfully developed and have played a key role in major domestic and international engineering projects.

Some key core components have gradually achieved independent controllability; in some fields, a higher degree of intelligent manufacturing and application of intelligent products has been implemented; as the digital construction of the industrial chain continues to advance, the efficient collaborative capacity of some enterprises in technology, R&D, production, management and logistics has been further enhanced.

Green manufacturing, green products and green construction have continued to advance. According to Association statistics, electric construction machinery represented by electric loaders, forklifts and elevating work platforms has grown significantly. From January to April 2025, a cumulative total of 8,139 electric loaders were sold, a year-on-year increase of 255%; from January to April, 355,927 electric forklifts were sold, a year-on-year increase of 16.8%, accounting for 74.4% of total forklift sales; the electrification rate of elevating work platforms exceeded 91.5%. Electric off-highway dump trucks, excavators, cranes, bulldozers, concrete machinery, etc. have been put into batch production and use. At the same time, some industry enterprises have continued to make new progress in the R&D, manufacturing and application of new energy construction machinery such as hydrogen energy, methanol and hybrid power.

While affirming our achievements, we must also clearly see that the operation of the industry still faces many difficulties and challenges, market demand in some fields faces certain pressure, "involution-style" competition in some product lines and the difficulty some enterprises face in collecting accounts receivable remain prominent; the momentum of world economic growth is insufficient, and the impact brought by the increased complexity, severity and uncertainty of the external environment is growing.

We must firmly seize the new development opportunities brought by the new round of scientific and technological revolution and industrial transformation, adhere to seeking progress while maintaining stability and promoting stability through progress, uphold integrity and innovate, establish the new before abolishing the old, pursue systematic integration and coordinated cooperation, and continuously improve enterprise profitability and competitiveness in international and domestic markets, meeting the needs of the vast number of users at home and abroad with advanced technology, highly reliable products and considerate service.

In 2025, the state will implement more proactive and effective macro policies, make full and good use of a more proactive fiscal policy and a moderately loose monetary policy, and play a good "combination punch" of policies. As the intensity of macro-control increases and policy effects combine and take effect, favorable factors supporting the stable operation and high-quality development of the industry will continue to gather and increase, and the development environment for China's construction machinery industry will steadily improve. Although the adverse effects brought by changes in the external environment are increasing and the international situation is severe and complex, given that China's construction machinery technology, products and services are increasingly recognized and accepted by international users and that industry enterprises' overseas business layouts are continuously improved and upgraded, the industry's export value will still remain at a relatively high level this year.

Based on a comprehensive judgment, it is expected that in the full year of 2025 the Chinese construction machinery industry will continue to show a development trend of stable operation and steady progress, the main economic indicators will grow steadily, and foreign trade will remain basically stable.

Last month, the Association successfully held the Sixth Session of the Sixth Member Congress in Taiyuan, Shanxi. The meeting defined the current key tasks of the industry, mainly including:

(1) Fully implement the decisions and arrangements of the CPC Central Committee, better grasp the direction of industry development, and be truth-seeking, pragmatic, diligent and promising. We must accelerate the integrated development of scientific and technological innovation and industrial innovation, serve thestrategy of expanding domestic demandwell, actively develop new energy products, and effectively improve resource utilization efficiency. We must ensure the stability of industrial and supply chains and implement the talent development strategy.

(2) Advance international development with high quality.

We must further expand overseas markets, optimize the layout of overseas markets, join hands with upstream and downstream enterprises to go global in a coordinated manner, promote stable scale and optimized structure of exports, and improve international competitiveness; we must deepen international cooperation and strengthen international cooperation with well-known international enterprises and in related fields; we must optimize the structure of overseas investment, improve the efficiency of overseas investment, give full play to the capabilities of overseas institutions, and better serve the global market; we must actively carry out international standards cooperation and promote Chinese standards "going global."

(3) Break "involution-style" competition and build a healthy development ecosystem.

The entire industry should fully understand the situation, unify understanding, make up its mind, and take effective actions to curb the spread and intensification of "involution-style" competition.

We must strengthen brand building and pay attention to shaping and maintaining brand image. In addition to improving product quality, service levels and corporate social responsibility, we must also regulate our own behavior, enhance brand reputation, pursue brand cleanliness, increase brand value, spread brand culture, and enhance brand influence and competitiveness.

Expanding products and expanding production capacity should be done selectively; we must accelerate technological innovation, improve product performance and quality, and develop mid-to-high-end products that suit construction scenario needs and have competitive advantages; we must capture new scenario applications, continue to advance "machine substitution for labor," and look for new market growth points; we must optimize service models and, in light of construction scenario needs, carry out "one-stop" personalized services covering design, manufacturing and service; we must innovate service concepts and provide complete solutions around changes in demand and construction task requirements.

The Association will further strengthen its role in industry leadership and give full play to its role in regulating behavior. The Association hereby calls on all member enterprises to abandon "involution-style" competition, maintain a healthy market order, and further establish a good image of China's construction machinery in international and domestic markets.

(4) Actively use artificial intelligence technology to empower the high-quality development of the industry.

The new round of scientific and technological revolution represented by artificial intelligence is arriving rapidly. The construction machinery industry has always had a tradition of closely integrating with new technological revolutions to achieve innovative industry development. The Association will give play to its advantage in integrating industry intellectual resources, carry out special research on the far-reaching impact of AI on construction machinery and building construction applications, and provide good services for the industry's digital transformation and intelligent upgrading.

(5) Seize the momentum and complete with high quality the development goals and tasks of the construction machinery industry's 14th Five-Year Plan.

2025 is the final year of the 14th Five-Year Plan. On the basis of the industry's high-quality development in the first few years of the 14th Five-Year Plan, we must face both domestic and international markets, take innovation-driven and high-end, intelligent and green development as the core, overcome difficulties with the attitude of seizing the momentum, ensure the successful completion of all goals and tasks set in the industry's 14th Five-Year Plan, and lay a good foundation for the construction machinery industry to achieve a higher level of development in the 15th Five-Year Plan.

(6) Gather strength and hold a high-quality Beijing BICES construction machinery exhibition.

The China (Beijing) International Construction Machinery, Building Material Machinery and Mining Machinery Exhibition (BICES 2025) will be held from September 23 to 26, 2025 at the China International Exhibition Center Shunyi Hall. The theme of this exhibition is "High-end Green, Smart Future." The exhibition is expected to cover an exhibition area of more than 150,000 square meters, with about 2,000 exhibitors.

By this year, the BICES exhibition has gone through 36 years and has been held for 17 consecutive sessions. This exhibition will comprehensively display the latest development achievements of the construction machinery industry and construction solutions and equipment suitable for more scenarios, fully reflect the development achievements of the construction machinery industry during the 14th Five-Year Plan period, and will welcome more domestic and overseas users and visitors to visit and exchange on site. Here, on behalf of the Association and the organizers, I sincerely thank all units for actively participating in the exhibition and for giving strong support to the work of the Association and the industry. At present, all preparatory work is proceeding smoothly as planned, and the key international and domestic customers and visitors organized by the organizers have responded positively and enthusiastically. In golden September, the China International Exhibition Center in Beijing will once again ignite the enthusiasm of an industry grand gathering and welcome everyone and friends from all sectors to exhibit, visit, exchange, negotiate and cooperate.
