On March 28, the 220 kV transmission project for the CETC Qingdao Jimo Offshore Photovoltaic Project, the country's first offshore fixed-pile photovoltaic project integrating fishery development, undertaken by Shandong Electric Power Construction No. 1 Company, achieved full-line connection.
The project is located within Jimo District, Qingdao. The line runs overhead northward from the booster station of the proposed CETC Qingdao Jimo Offshore Photovoltaic Project to connect to the 500 kV Shenshan Substation, with a total length of 32.66 km, 98 new towers, and 54 crossings over or under provincial roads, expressways, rivers, and other obstacles. This transmission project is China's first transmission project for an offshore fixed-pile photovoltaic project integrating fishery development, and also the transmission project for China's largest fishery-photovoltaic complementary demonstration project in open sea areas. It is an important outgoing line for the two 10-million-kilowatt offshore photovoltaic bases planned by Shandong Province under the "14th Five-Year Plan for Electric Power Development of Shandong Province" — the "Bohai Rim" and "Yellow Sea Coastal" bases.
Since commencement, in the face of the formidable challenge of difficult water-pit foundation construction and the severe test of strong winds and adverse weather, the project team planned meticulously and organized rationally, strictly implemented all industry rules and regulations, made full use of daily morning meetings to conduct safety technical briefings for construction personnel in batches, and used "small loudspeakers" to repeatedly broadcast safety notices at construction sites, further raising the safety awareness of construction personnel and creating favorable conditions for safe construction. Adhering to the quality management philosophy of "excellence on the first attempt, perfection through continuous improvement," the project department promoted the combination of professional work standards with "first-article physical samples," ensuring excellent project quality. It smoothly completed multiple milestone nodes including foundation pouring, tower erection, and conductor stringing, delivering a perfect result to the owner. This full-line connection was completed 3 days ahead of the planned schedule. Since personnel entered the site on November 15, 2023, the project department, with a high sense of responsibility and hands-on service quality, has embodied the "iron army quality" and "iron army speed," earning high praise from the owner, supervisor, and other cooperating units.
After grid connection, the project is expected to transmit 1.92 billion kWh of electricity annually, with an average annual output value of approximately 720 million yuan, and reduce carbon dioxide emissions by approximately 1.7 million tons per year. The CETC Qingdao Jimo Offshore Photovoltaic Project is not only of great significance in the energy sector but will also play a positive role in fishery development. Through the deep integration of fishery and the photovoltaic industry, it achieves comprehensive utilization of marine resources and precision aquaculture. This not only provides a completely new approach for offshore new energy development but will also drive the development of related industrial chains, and is of great significance for optimizing the structure of grid power sources, increasing energy supply, and promoting sustainable regional economic development.
