On February 28, CCCC held a special meeting on work safety and an awarding ceremony for regional inspection centers. The meeting thoroughly implemented the spirit of General Secretary Xi Jinping's important instructions and directives on work safety, promptly conveyed and implemented the spirit of the recent State Council national video conference on work safety and forest and grassland fire prevention and control, and the spirit of the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council's video conference on scheduling work safety management of central enterprises in the first quarter of 2025, and made systematic arrangements for work safety and petition-related stability maintenance during the National Two Sessions and in the next stage. Before the meeting, Wang Tongzhou, Party Secretary and Chairman of CCCC, put forward work requirements on implementing the spirit of the meetings of the State Council and SASAC and this meeting. Wang Haihuai, Deputy Party Secretary and General Manager, attended the meeting and delivered a speech, and Yang Yisheng, Member of the Standing Committee of the Party Committee and Deputy General Manager, presided over the meeting.

The meeting pointed out that with the National Two Sessions approaching, all units should firmly establish the concept of "people first, life first," fully recognize the severity of the current safety situation, effectively enhance the sense of responsibility of "always feeling uneasy," closely monitor safety control in key areas, key links, and key places, tighten and consolidate responsibility for petition-related stability maintenance, and, with the posture of "the start is a decisive battle," make a good start and take solid first steps for work safety throughout the year.

The meeting emphasized the need to deeply advance the three-year action for tackling root causes in work safety. All units should learn and make good use of the criteria for identifying major accident hazards, strictly conduct self-examination and self-correction against them, and principal responsible persons should take the lead in studying and profoundly grasp the core essence of "reducing the stock, controlling the increment, and dynamic zeroing," dig deep into the root "causes of trouble," implement fundamental remedies, and comprehensively advance full-chain rectification of "one matter" in key areas. Accountability for accidents must be strict, carrying out internal "dual investigations of one case" in accordance with the "five-in-one" requirements, normalizing "look-back" reviews of accident accountability, and continuously improving the mechanism for tracing responsibility backward. Intrinsic safety measures should be strengthened, the implementation of the safety commitment system and duty lists should be well handled, measures such as "one meeting and three cards" and the development of industrial workers should be accelerated, an incentive mechanism for internal reporting of enterprise accident hazards should be established and implemented, the management system should be continuously improved, and the level of intrinsic safety should be enhanced. A series of special rectification actions should be carried out solidly. Lead departments should, in accordance with the "three managements and three musts" requirements, focus on safety control in key areas such as building insulation materials, basic firefighting capacity, lifting and hoisting operations, natural disaster prevention, operating expressways, confined spaces, waterborne transport, and mines, refine measures, strictly implement approval for hazardous operations such as open flames and welding and the requirement that practitioners work with certificates, strengthen responsibility and commitment, and ensure that all risks are under control.

The meeting required that all units further digest and absorb the criteria for identifying major accident hazards and incorporate them into the management system, formulate specific "fundamental" measures with iron determination and iron-handed methods, effectively run the full-chain rectification requirements of "one matter" through every special rectification action as the "strictest standard," and strengthen full-process control and source governance. Through means such as dynamic risk assessment, improving emergency plans, deepening education and training, and advancing science and technology for safety, a three-dimensional prevention and control network should be continuously woven tighter, and the construction of a long-term mechanism for work safety should be continuously advanced.

At the meeting, an awarding ceremony for regional inspection centers and a signing ceremony for safety responsibility letters were also held, and the handling of "look-back" reviews of accountability for relatively major accidents over the past three years was reported.

Relevant department heads of CCCC, heads and safety directors of various business divisions and regional headquarters attended the meeting at the main venue. Principal responsible persons and relevant responsible persons of secondary and tertiary units, members of project department leadership teams, and heads of relevant departments attended the meeting at video sub-venues.
