As the Spring Festival holiday ends and construction workers return to their sites, construction sites are gradually resuming normal operations. To ensure a stable and safe production situation at construction sites after work resumes, construction units and project departments must strictly control the conditions for resuming work, deliver a solid first lesson at the start of work, and provide targeted safety production education to all operating personnel, with emphasis on strengthening education and training for newly arrived and transferred workers to help them improve their safety production awareness and safety prevention capabilities. Post-holiday resumption safety inspections must be carried out conscientiously, with designated areas, processes, and personnel each fulfilling their responsibilities, ensuring that all on-site safety management measures are implemented in place; only those meeting safety production conditions may resume (start) work.In particular, forhigh formwork support systems, deep foundation pits, construction hoisting machinery, scaffolding, and other major hazard projects and key construction stagesinspections must be thorough, and a ledger for hazard identification and rectification must be established.Problems found must be rectified promptly and kept on file for reference; those that have not passed self-inspection shall not resume or start work.
Education and training before resuming work The three-level safety education system must be conscientiously implemented, and a comprehensive education and training session must be conducted for all construction personnel, especially for newly arrived workers, ensuring personnel, content, and time are in place without going through the motions. The system of special-operation workers holding certificates must be adhered to; personnel without operation certificates or with expired certificates are strictly prohibited from working. Before starting work, safety technical briefings shall be conducted according to the characteristics of the trade and construction conditions, and records shall be kept.
Carry out a comprehensive major safety production inspection
All units must promptly carry out self-inspection and self-correction work Strictly implementthe 10-item "must-check list" for post-holiday resumption of work

Are the project manager, project chief supervisor, and full-time safety personnel on duty and performing their duties? 3. Do special-operation personnel hold valid certificates for on-post operations, and have they passed safety examinations and education before starting work? 4. In response to changes in newly arrived and transferred workers during the resumption period, have pre-job training and education been carried out for workers on construction site safety knowledge, precautions, rules and regulations, and operating procedures?
2 Temporary electricity inspection 1. Have external power line protection and on-site overhead lines been inspected in place? 2. Are main distribution boxes, sub-distribution boxes, and switch boxes installed as required? 3. Are leakage protectors operating effectively? 4. Has the 36V safety voltage been implemented in on-site dormitory areas?

4 Hoisting and lifting inspection 1. Have hazards been eliminated in hoisting machinery foundations, verticality, attachment devices, and safety insurance devices? 2. Do hoisting machinery and other mechanical equipment have acceptance qualification procedures? 3. Has seasonal maintenance and servicing of hoisting machinery been implemented?
5 Construction machinery and tools inspection Whether the performance of various construction machinery and tools has been verified in place.
6 Deep foundation pit inspection 1. Have safety conditions such as foundation pit support and drainage been inspected in place? 2. Does construction affect the safety of adjacent buildings and pipelines, including foundation pit support deformation monitoring records, settlement observation records of the surrounding environment of the foundation pit, and water accumulation in the foundation pit?
7 Scaffolding inspection 1. Are there safety-use and acceptance qualification procedures for scaffolding and unloading platforms, with emphasis on the safety of floor-standing scaffolding, the cantilever beams and anchorage ends of cantilevered scaffolding; the safety devices of attached self-climbing scaffolding; the installation of wall ties; and isolation measures between scaffold bodies? 2. Has the inspection of cantilever beam anchorage and counterweights for suspended baskets for work at height been implemented? 3. Are load tests conducted before using suspended baskets for work at height?
8 Formwork support inspection 1. Are the inspection and acceptance records at each stage of formwork support system erection and the safety technical briefing materials complete? 2. Are the formwork support system members installed in accordance with the plan?
9 Fire safety inspection 1. Has a fire protection organization been established, and have fire protection equipment and facilities been allocated as required? 2. Is there a fire protection general layout plan? 3. Is there a layout plan for fire protection facilities and equipment? 4. Has a fire protection management system been formulated? 5.
