On November 15, the State Power Investment Corporation (SPIC) Fourth Quarter Thermal Power Engineering Construction On-Site Exchange Meeting was held in Binhai, Jiangsu. Chen Haibin, Member of the Party Leadership Group and Vice General Manager of SPIC, attended the meeting and delivered a speech.

　　Chen Haibin pointed out that SPIC units at all levels should raise their political stance, deeply understand the spirit and work requirements of relevant meetings of the State-owned Assets Supervision and Administration Commission of the State Council, and actively expand effective investment. They should implement and refine the conditions for project commencement, incorporate the application of the "Industrial Internet + Work Safety" platform and the construction of smart construction sites into the essential conditions for project commencement, and comprehensively improve project safety management through intelligent technological means. They should strengthen the construction of the engineering management system, fully staff and strengthen professional management personnel, and ensure the effective operation of the system. They should attach great importance to design management and technical supervision, grasp the "four major controls" of engineering construction, and ensure that production preparation intervenes in advance after project commencement. They should aim to build industry-advanced and regionally leading benchmark projects, build benchmark units with competitiveness throughout their entire life cycle, and ensure that all performance indicators after unit commissioning reach the excellent level within the industry.

　　At the meeting, Liu Jianping, Safety Director of SPIC, put forward work requirements on the revision and improvement of engineering construction rules and regulations, work safety investment, and management personnel allocation. Each inspection team reported on the on-site inspection of the Binhai thermal power expansion project. Jiangsu Company delivered an exchange speech on the guarantee measures for achieving the "Four-Color Project" goal of the Binhai thermal power expansion project. Engineering Company (Shandong Institute), State Nuclear Electric Power Planning Design & Research Institute, and the Technical Supervision Center respectively delivered special speeches on the construction concept of the group's engineering construction support institutions, the construction and application of smart construction sites, and engineering technical supervision management. Relevant secondary units delivered exchange speeches on the application of "Industrial Internet + Work Safety" in contractor safety management for thermal power construction projects.
