On the morning of November 7, at the construction site of the Houmao canal section of the Beigao Main Canal renovation project—part of the Shanmei Large Irrigation District supporting facilities renewal and modernization project—machines roared, engineering vehicles moved in and out continuously, and workers were seizing the post-flood golden construction period to carry out canal construction work at full speed.
It is reported that the "14th Five-Year Plan" Shanmei Large Irrigation District supporting facilities renewal and modernization project in Fujian Province is the only project in Fujian included in the national "14th Five-Year Plan" scope for large irrigation district supporting facilities renewal and modernization. Among them, the Beigao Main Canal renovation project is an important part of the works, with a total investment of nearly 4 million yuan. The project started construction earlier this year, and its main scope includes canal rehabilitation of four sections: the Juhong section, the Houmao section, the Wenling North Road section, and the Qiaoxiang Gymnasium section. At present, the Qiaoxiang Gymnasium section and the Juhong canal section have been completed, the Houmao section has entered the final stage, and the Wenling North Road section will start construction soon.
Building water conservancy projects concerns the major interests of people's livelihood. The "14th Five-Year Plan" Shanmei Large Irrigation District supporting facilities renewal and modernization project in Fujian Province is of great significance for addressing shortcomings in irrigation district water conservancy works, upgrading agricultural water conservancy infrastructure, and supporting rural revitalization. After renovation, it will fundamentally resolve prominent problems such as hazards in key irrigation works and aging and collapse of canal banks, further improve the water ecological environment of the irrigation district, raise the intactness and supporting-facility rates of the works, and better meet the public service needs of the people for lasting water security, high-quality water resources, healthy water ecology, and livable water environments.
As the project owner of the Beigao Main Canal renovation project, the Quanzhou Beiqu Water Resources Allocation Center has strengthened element guarantees, adhered to managing project progress, quality, and safety together, strengthened organizational leadership for project work, and pressed the main responsibilities of units including the project legal person, design, construction, and supervision. It keeps a close eye on the overall goal of completing construction tasks before the end of the year, arranges construction reasonably, strictly controls time nodes, reverses the schedule, and advances work in overlapping phases. At the same time, it strengthens process supervision of the project, strictly controls project construction production safety and engineering quality, coordinates the efforts of all parties, works in the same direction with targeted measures, and ensures the project is completed as early as possible and yields benefits as early as possible for the benefit of the people.
