Since the launch of the "Work Hard in the Fourth Quarter, Stride Forward on a New Journey" labor competition, China Chemical Engineering Second Construction Corporation (CCESCC) immediately formulated an implementation plan for the labor competition, established a leading group for the labor competition activities, and promptly convened a kick-off meeting for the labor competition. All employees were called upon to adhere to the "dual-wheel drive" of scientific and technological innovation and management innovation, keep the goals unchanged, the tasks undiminished, and the momentum unrelaxed, and to use the "Work Hard in the Fourth Quarter, Stride Forward on a New Journey" labor competition as a vehicle to carry forward the spirit of model workers, focus on key tasks, major projects, and important milestones, plan scientifically, and vigorously implement, so as to secure victory in the annual production and operation targets.

Careful Planning, Precise Measures

The company comprehensively reviewed its projects under construction, coordinated the decomposition of tasks, broke down the operating revenue target by month and assigned it to project departments, and strengthened supervision and inspection. It reinforced penetrating management of major projects, focused on the construction of key domestic and overseas projects (clusters), upgraded the management of high-risk key areas, and monitored the entire implementation process of projects through dedicated task forces.

Further strengthen the red-line awareness, firmly establish bottom-line thinking, and solidly advance the three-year action for tackling the root causes of work safety and the special rectification of formalism and bureaucracy in work safety. Pay close attention to changes in disastrous weather such as rain, snow, freezing, and strong winds in the fourth quarter, and strengthen risk monitoring, forecasting, and assessment. Keep a close watch on hazardous major projects such as deep foundation pits, high formwork support, and large-scale hoisting, as well as high-risk operations such as work at heights, confined spaces, and hot work, and organize targeted "one theme per month" special rectification actions in light of work safety tasks and the situation.

Carry out quality risk and hidden danger screening, focusing on raw material inspection, technical disclosure, welding management, the three-inspection system for quality, finished product protection, and physical quality, to identify quality risks and hidden dangers, investigate quality problems, and effectively prevent safety, quality, and environmental risks.

During the labor competition, all project departments widely established Party member demonstration posts, Party member responsibility areas, Party member commando teams, and youth commando teams, clarified task objectives, formulated specific measures, and demonstrated work results. They effectively guided the broad ranks of Party members to "compete" in drive and demonstrate first-class performance, "strive" to be pioneers and build a good image, focus on key and difficult issues in the company's production and operation, take the lead in tackling difficulties, take the lead in solid work, and ensure that projects are completed on time, with quality, and in the required quantity.

Keep a Close Watch on Milestones, Vigorously Push Progress

The Inner Mongolia Baofeng Coal-to-Olefins Project Department actively carried out labor competition activities. On the premise of meeting on-site progress requirements, project employees conducted training in business management and construction management. To boost morale, the project department established a "Model Worker and Artisan Vanguard Team" and held a flag-presentation ceremony. As of now, the No. 1 synthesis unit at the site is undergoing pressure testing, purging, point-by-point commissioning, and related work; the No. 2 synthesis unit is carrying out pipeline installation and thermal insulation and cold preservation work.

The Guangxi Hengyi New Materials Project Department, in accordance with major milestone requirements, coordinated construction forces in an overall manner and made every effort to advance the project schedule to ensure that target milestones are completed on schedule. Since the labor competition began, the main structure of the project's polyamide unit B has been successfully capped; the 35KV utility power substation has successfully completed power transmission and reception on the first attempt; and the control system of the central control room has been successfully powered, marking phased achievements in construction progress. The project department also used engineering regular meetings and morning shift meetings to continuously reinforce the quality concept, arranged technical and quality personnel to monitor the construction process, and adopted effective management measures to improve quality levels.

The Indonesia Labota Power Plant #10-#11 Units 2×380MW Power Project Department reversed the construction schedule, arranged processes in sequence, and worked against wall charts. Since the labor competition began, major components such as the main transformer, generator stator, and high- and intermediate-pressure cylinders of Unit 10 have arrived on site one after another. Among them, the transformer, the first single unit equipment at the site, weighs 229 tons, the generator stator weighs 224 tons, and the high- and intermediate-pressure cylinders weigh 197 tons. Given that the unloading positions of the three pieces of equipment differed and the hoisting site was limited, on-site construction personnel exercised unified command and a clear division of labor, and successfully completed the hoisting work.

The Angola Lobito Refinery Phase I Project Department, with the labor competition as a lever, fully set off an upsurge of "comparing, learning, catching up, and surpassing" and accelerated construction. As of now, all foundation works in the 44 tank farm area have been fully launched, and the ring wall foundation concrete pouring for tanks 404A and 403C has been completed, laying a solid foundation for subsequent tank installation. Foundation excavation in Area 34 is in full swing, marking that the project's civil works have entered a comprehensive sprint stage.

When the wind is strong and the tide surges, one should naturally set sail and break the waves; when the task is heavy and the road is long, one all the more needs to spur the horse onward. Next, the company will strictly implement the target requirements of the labor competition, seize the momentum to speed up progress, consolidate strengths and make up for weaknesses in management, take responsibility and act to safeguard safety, and muster full energy to ensure quality. It will fully advance project construction under the concept of "high standards, high efficiency, and high quality," strive through the fourth quarter with a spirit of tackling difficulties, and endeavor to successfully complete the annual production and operation targets and boost the company's high-quality development.
