The "Warmth Project" is both a "key small matter" concerning people's livelihood and a "heartwarming major undertaking" that warms people's hearts. To implement the "Warmth Project" well and solidly, Tongliao City has taken multiple measures to accelerate project construction, raising the "temperature" of people's livelihood through the warmth of heating.

　　Early mobilization and early deployment: carrying out problem surveys
At the beginning of the year, Tongliao City held multiple mobilization and deployment meetings, actively organized industry competent departments, formulated and issued the "Implementation Plan for the 'Warmth Project' of Urban Heating in Tongliao City," defined the target tasks of "seven aspects" and "four stages," and coordinated all banners, counties, and districts to comprehensively carry out survey and screening work for the "Warmth Project." Fully mobilizing the working forces of subdistricts and communities, township governments, housing and urban-rural development departments, property management, and heating companies, and combining the "12345" hotline and user complaint situations, the survey and screening work for the "Warmth Project" was carried out building by building and household by household with residential communities as units. A total of 215 survey teams were established, 7,372 survey personnel were dispatched, and surveys were completed for 51 heat source enterprises, 1,637.35 kilometers of primary pipe networks, 2,980 kilometers of secondary pipe networks, 972 heat exchange stations, and 1,291 residential communities visited, involving 119,100 households. Problem ledgers were established level by level to identify existing problems in seven aspects: sources, networks, stations, households, intelligent heating, emergency support capacity improvement, and coal burning for scattered heating.

　　Scientific project planning and formulation of construction plans
In conjunction with the problem lists of the "Warmth Project" in all banners, counties, and districts, Tongliao City actively organized industry experts to diagnose and examine heating problem communities at both the city and banner levels one by one. Following the principle of prioritizing urgency and importance, targeted, feasible, and necessary construction opinions were proposed, forming "one community, one plan," effectively translating the survey and screening work into practical results. Ultimately, 69 "Warmth Project" projects were determined for implementation, including 60 projects implemented in 2024 and 9 cross-year upgrading projects. Classified by investment entity, 47 projects were implemented with government investment, with an estimated investment of 796 million yuan. 14 projects were implemented with state-owned enterprise investment, with an estimated investment of 433 million yuan. 8 projects were implemented with private enterprise investment, with an estimated investment of 453 million yuan. Classified by construction area, 29 projects were implemented in the central urban area, with an estimated investment of 902 million yuan. 16 projects were implemented at the city level, with an estimated investment of 584 million yuan; 7 projects were implemented in Horqin District, with an estimated investment of 267 million yuan; 6 projects were implemented in the Development Zone, with an estimated investment of 51 million yuan. 41 projects were implemented in other banners, counties, and districts, with an estimated investment of 780 million yuan.

　　Integrating resources from all parties to address funding gaps
By integrating and utilizing funds from various sources, the funding gap for the construction of the "Warmth Project" was effectively addressed, with a cumulative total of 1.067 billion yuan raised. The city integrated projects and secured 383 million yuan in superior special funds. Among them, 219 million yuan came from the autonomous region's "Warmth Project" general bond funds, 107.6 million yuan from ultra-long-term treasury bond funds, and 56 million yuan from other special funds such as the central budget and the renovation of four types of pipe networks. Territorial government responsibilities were tightened, funding guarantees were strengthened, and city and banner-level fiscal matching budget funds of 182 million yuan were allocated. In addition, loans from financial institutions were actively sought, and enterprises self-raised 502 million yuan.

　　Addressing heating gaps and developing intelligent heating
Tongliao City introduced social capital investment through franchising arrangements to carry out distributed clean heat source renovation for 14 schools meeting the renovation conditions. After renovation, a heat source area of 321,020 square meters can be released for residential heating use. An intelligent heating supervision platform was actively built, indoor temperature measurement devices were installed, and intelligent means were fully utilized to grasp in real time the operating conditions of heating enterprises and users' indoor temperatures, supervise and guide heating enterprises to promptly handle various heating problems reported by the public, and properly resolve conflicts between heat suppliers and users.

　　Strengthening supervision and guidance and tightening work responsibilities
Relevant departments across the city, through methods such as overt inspections and covert visits, discussions and exchanges, and on-site scheduling, conducted 32 supervisory rounds on the implementation of the "Warmth Project" in all banners, counties, and districts, and issued 21 supervision letters, effectively promoting the orderly implementation of all work of the city's "Warmth Project." At the same time, the "Clear Summary Table of Construction Projects of the 2024 Urban Heating 'Warmth Project' in Tongliao City" was formulated, clarifying the construction entities and funding sources of construction projects, and establishing a full-process responsibility list from the handling of preliminary project procedures to completion acceptance, ensuring that responsibilities for each project are assigned to specific individuals and that all work is implemented and grounded. In addition, the housing and urban-rural development departments actively coordinated with multiple departments such as approval and transportation, specially opened a green approval channel for "Warmth Project" projects, adopted a parallel processing model, and accelerated the completion of preliminary procedure handling. A "Project Reverse Schedule Table" was formulated, clarifying project start times and monthly construction progress, reversing schedules and advancing in overlapping phases to accelerate the completion of construction in all regions and projects.

　　Optimizing service quality and ensuring orderly heating
In the process of implementing the "Warmth Project," the housing and urban-rural development departments simultaneously formulated summer maintenance plans, completed summer maintenance work for heating equipment and pipe networks across the city, and organized 42 emergency drills. They also actively coordinated with State Power Investment Corporation Inner Mongolia Company for preferential coal price arrangements, completed the signing of coal purchase contracts, and guaranteed 1.4228 million tons of coal for coal-fired boiler heating enterprises within the city during the 2024-2025 heating period, ensuring an average of 15 days of coal reserves during the heating period. By setting up dedicated heating service seats, professional personnel from heating enterprises were stationed at the "12345" hotline to answer problems reported by users. A heating steward system was established at both the city and banner/county levels, with "heating information sheets" posted by community, service and supervision telephone numbers published, users' heating demands promptly addressed, and heating problems resolved at the earliest opportunity.

At present, the main construction of the "Warmth Project" in Tongliao City has been completed, all project pipelines have been connected and meet the conditions for water supply and heating, and remaining finishing work such as pavement restoration is underway. Relevant departments will continue to maintain a high sense of responsibility and mission, and strive to deliver a satisfactory "warmth answer sheet" to the public.
