On September 25, the Sixth National Housing and Urban-Rural Development System Pairing Assistance to Xinjiang Work Conference was held in Kashgar. Jiang Wanrong, Member of the Party Leadership Group and Vice Minister of the Ministry of Housing and Urban-Rural Development and Head of the Ministry's Leading Group for Supporting Xinjiang, Wang Gang, Vice Chairman of the People's Government of the Xinjiang Uygur Autonomous Region, and Liu Xinjian, Member of the Standing Committee of the Party Committee and Vice Political Commissar of the Xinjiang Production and Construction Corps, attended the meeting and delivered speeches. The meeting emphasized the need to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, fully implement the arrangements of the Ninth National Pairing Assistance to Xinjiang Work Conference, comprehensively and accurately implement the Party's strategy for governing Xinjiang in the new era, and strive to push the housing and urban-rural development system's pairing assistance to Xinjiang to a new level, making new and greater contributions to achieving social stability and lasting peace in Xinjiang and to advancing the building of a strong country and the great cause of national rejuvenation through Chinese modernization.

The meeting noted that over the long term, the Ministry of Housing and Urban-Rural Development and the housing and urban-rural development departments of all provinces and municipalities (regions) providing pairing assistance to Xinjiang have attached great importance to pairing assistance to Xinjiang, firmly grasped the overall goal of Xinjiang work, responded to public opinion, safeguarded people's livelihood, and coalesced public support, focused on the actual needs of the recipient areas, and achieved remarkable results in such areas as housing for the people, urban and rural construction, green development, protection and inheritance of historical and cultural heritage, and intellectual assistance to Xinjiang, making important contributions to promoting the high-quality development of Xinjiang's housing and urban-rural development undertakings and to promoting ethnic unity and social stability.

The meeting emphasized that as the principal contradiction in Chinese society has changed, the development situation of the housing and urban-rural development industry has also undergone profound changes. In the new era, pairing assistance to Xinjiang in the housing and urban-rural development field must focus on the new situation and new requirements, adhere to proceeding from the current situation while keeping the long term in view, adhere to winning people's hearts and coalescing public support, adhere to promoting exchanges and facilitating integration, and adhere to focusing on problems and solving them. It is necessary to pay attention to giving play to the industry's advantages, make efforts to promote the high-quality development of the housing and urban-rural development undertaking, make efforts to better safeguard and improve people's livelihood, make efforts to strengthen the building of the cadre and talent ranks, and make efforts to promote exchanges, communication, and integration among all ethnic groups, so as to push pairing assistance to Xinjiang to continuously achieve new results.

The meeting required that the national housing and urban-rural development system deeply understand the important significance of pairing assistance to Xinjiang from a strategic and overall perspective, strengthen Party leadership, tighten work responsibilities, improve working mechanisms, pool work forces, and form a good situation in which everyone thinks with one mind and works toward one goal. On the basis of comprehensively summarizing and exchanging the achievements and experience of the national housing and urban-rural development system's pairing assistance to Xinjiang, it is necessary to focus on four key tasks: First, highlight talent and intellectual assistance to Xinjiang and select and make good use of cadres assisting Xinjiang. Second, vigorously advance new urbanization, support Xinjiang in comprehensively carrying out urban physical examinations, steadily implement urban renewal actions, and deeply advance the construction of urban infrastructure lifeline safety projects. Third, continue to increase support for livelihood work in the housing and urban-rural development field, continue to support the construction of urban and rural earthquake-resistant housing projects, increase the supply of affordable housing, and steadily advance the renovation of urban villages and shantytowns (dilapidated urban housing). Fourth, make efforts to improve urban and rural living environments, continue to support and advance work such as domestic waste classification and treatment, filling shortcomings in urban domestic sewage collection and treatment facilities, construction of drainage facilities in county towns, improvement of the urban appearance and environment, and clean heating, promote green and low-carbon construction methods, and strengthen the activation and utilization of historical and cultural heritage.

At the meeting, responsible comrades of the housing and urban-rural development departments of Liaoning, Shandong, and Zhejiang provinces and the China Academy of Urban Planning and Design, representatives of relevant vocational colleges and enterprises, and principal responsible comrades of the housing and urban-rural development competent departments of the Xinjiang Uygur Autonomous Region and the Xinjiang Production and Construction Corps made exchange speeches. Six construction vocational colleges from Shandong, Hubei, Shanghai, Tianjin, Zhejiang, Anhui, and other places signed cooperation agreements with vocational colleges in the recipient areas. Six construction-related central enterprises and local state-owned enterprises entering Xinjiang, including China Construction Third Engineering Bureau Group Co., Ltd., Tongzhou Construction General Contracting Group Co., Ltd., and Kashgar Construction Engineering (Group) Co., Ltd., signed letters of intent for employment cooperation with labor service enterprises in the recipient prefectures.
