The State Council Information Office held a series of themed press conferences on "Promoting High-Quality Development" on the 19th. At the meeting, a reporter asked: The Third Plenary Session of the 20th Central Committee proposed improving the institutional mechanisms for integrated urban-rural development, among which systematic arrangements were made for deepening land system reform. What implementation measures will the Ministry of Natural Resources introduce?

In response, Liu Guohong, Vice Minister of Natural Resources and Deputy National Inspector-General of Natural Resources, said that integrated urban-rural development is an inevitable requirement of Chinese-style modernization, and urban and rural construction and development cannot be separated from the guarantee of land factors. The Ministry of Natural Resources will, in accordance with the arrangements of the Third Plenary Session, focus on the implementation of new industrialization, new urbanization and the rural revitalization strategy, and, on the premise of strictly adhering to the three bottom lines of not changing the nature of public land ownership, not breaching the red line of cultivated land, and not harming farmers' interests, deepen land system reform from three aspects, promote better optimized allocation and efficient use of urban and rural land resources, and advance common prosperity and development of urban and rural areas.

First, based on safeguarding the red line of cultivated land protection, reform and improve the system of requisition-compensation balance of cultivated land. In response to new situations in cultivated land protection in recent years, all types of occupied cultivated land will be uniformly incorporated into the management of requisition-compensation balance of cultivated land, implement "determining occupation by compensation," and strengthen dynamic balance control of the total cultivated land amount at the provincial level. Improve incentive and constraint mechanisms, make requisition-compensation balance of cultivated land an important part of the assessment of the cultivated land protection and food security responsibility system of provincial Party committees and governments, implement the economic reward and punishment mechanism for cultivated land protection, and truly ensure that localities protecting cultivated land do not suffer losses and farmers protecting cultivated land benefit.

Second, based on efficiently linking macro policies with regional development, improve the construction land management system. Focusing on implementing the coordinated regional development strategy, major regional strategies, and the main functional zone strategy, further improve the level of precise support for land factors according to local resource endowment conditions and functional positioning, and give advantageous regions greater development space. At the same time, focusing on advancing people-centered new urbanization, establish an allocation mechanism in which new urban construction land quotas are coordinated with increases in the permanent resident population.

Third, based on promoting economical, intensive and efficient use of land, improve the policy system for revitalizing existing land and inefficiently used land. On the one hand, accelerate the building of a unified urban-rural construction land market. Advance in an orderly manner the reform of market entry of rural collective operating construction land, further activate rural existing land assets, and guarantee land demand for comprehensive rural revitalization. Improve transaction rules and service platforms for the secondary market of construction land, and promote transactions of existing land use rights. On the other hand, improve the policy system for revitalizing existing land. Strengthen overall planning, guide the orderly revitalization of existing land and inefficiently used land; improve the land acquisition and reserve mechanism, and better leverage the role of development reserve and supply regulation; increase policy incentives, promote mixed development and composite use of land, explore reasonable conversion of uses, and the overall purpose is to continuously improve land use efficiency.
