To the Housing and Urban-Rural Development Departments (Commissions) of all provinces, autonomous regions, and municipalities directly under the Central Government, the Housing and Urban-Rural Development Bureau of the Xinjiang Production and Construction Corps, and relevant units:

　　To further enhance scientific and technological innovation capacity in the housing and urban-rural development sector and to advance the construction of science and technology innovation platforms in a standardized and orderly manner, in accordance with the Interim Measures for the Management of Science and Technology Innovation Platforms of the Ministry of Housing and Urban-Rural Development (Jianbiao [2024] No. 14) (hereinafter referred to as the "Management Measures"), the application process for the Ministry of Housing and Urban-Rural Development Science and Technology Innovation Platforms (hereinafter referred to as the Ministry-level Science and Technology Innovation Platforms) is hereby organized. The relevant requirements are notified as follows.

　　I. Application Conditions

　　Applicants for the Ministry-level Science and Technology Innovation Platforms shall be research institutes, key enterprises, higher education institutions, and other entities in the housing and urban-rural development sector, and shall meet the following basic conditions:

　　(1) The supporting entity shall have independent legal personality;

　　(2) The professional field shall align with national and housing and urban-rural development priorities and medium- and long-term development strategies;

　　(3) The applicant shall have obvious advantages and strong representativeness in research and development within the field;

　　(4) The applicant shall have leading scientific and technological talent in the relevant field and a high-level research team with a reasonable structure, and shall designate a chief expert for the science and technology innovation platform;

　　(5) The applicant shall have sound conditions for technology research and development, including appropriate premises and stable funding sources;

　　(6) The applicant shall have a complete internal management system and a sound operating mechanism.

　　Joint applicants shall complement each other's strengths, sign a cooperation agreement, and number no more than 10. In principle, a researcher shall hold a position in only one Ministry-level Science and Technology Innovation Platform and shall not hold positions in more than 2 science and technology innovation platforms (including national-level ones).

　　II. Application Directions

　　Applicants shall strictly follow the requirements of the Management Measures, closely align with the key directions for the layout of Ministry-level Science and Technology Innovation Platforms (see Attachment 1), and prepare a construction plan (template see Attachment 2). The names of the science and technology innovation platforms shall highlight their advantages and characteristics and avoid being overly broad.

　　III. Application Procedures

　　(1) Research institutes directly under the Ministry, higher education institutions directly under ministries and commissions, central enterprises, and other such units may, after expert demonstration, apply directly to the Ministry.

　　(2) Local relevant units shall be recommended to the Ministry by the provincial housing and urban-rural development authorities after expert review.

　　IV. Application Materials

　　Application materials include the application letter, recommendation letter (except for direct applicants), expert demonstration opinions, and construction plan. Applicants shall submit the application materials affixed with the official seal (in duplicate) to the Department of Standards and Quotas of the Ministry by October 15, 2024 (send the electronic version to kyc@mohurd.gov.cn).
